My lunchtime policy suggestion: by EO, add a clause in FY26 to all Federal contracts and grants - "funded activities must be conducted by US citizens only.". Then let IGs do audits and you'll be amazed how much hiring picks up.

In Massachusetts, the legislature for the town is Town Meeting. Ask the selectmen to call a town meeting and put a proposal to reclaim the funds unspent for redistribution to the donors. The selectmen can't overrule TM regarding funding actions unless a formal state of emergency is declared.

Hours of admin meetings, emails, approvals, and then a semester later you get what some person at the central office considers an "appropriate alternative".

@educator4ever36 @MarvelTeacher2 It's usually far more effort to get even small supply resources. They should just give each teacher $500 or $1000 visa Gift Cards and just ask for the printout of the activity. But that would be.. intelligent.
