昨年から私は、市議会で郡和子市長の海外出張について指摘を続けてきました。以前の市長会見で、海外出張の経費について、費用を抑える工夫や何らかの見直しを行ったのかと問われた郡市長は、「特に変更はない」と答えていました。

昨日の私の決算質疑では、市長の海外出張について、経費を今後公開していく方針が示されました。
こうした情報公開を進めることで、海外出張にどの程度の経費がかかっているのか、その内容が妥当なのか、市民の皆さんに確認していただく機会にもなると考えています。

BREAKING: The US Navy has completely withdrawn its warships from the blockade line around Iran after Iran’s first operational use of the advanced Qasem Basir “carrier killer” anti-ship ballistic missile, with satellite imagery showing no US carriers or destroyers in the Gulf of Oman or Arabian Sea since early September, per open-source intelligence and Sentinel-2 data.

The Qasem Basir has a declared range of roughly 1,200 kilometers — enough to cover nearly the entire Gulf of Oman and the US fleet’s previous positions — and is reportedly equipped with electro-optical and thermal imaging seekers designed to track naval targets. SNSC Secretary Mohsen Rezaei said the missile “created hell for the Americans,” while CENTCOM acknowledged US vessels came under attack by hostile missiles but said they were defeated without damage.

Satellite imagery shows the USS George Washington, USS George H.W. Bush, USS Tripoli and Arleigh Burke-class destroyers are no longer visible in the designated blockade zone, with the line reportedly pushed beyond the missile’s range. The USS Gerald R. Ford has also left the Middle East after a ten-month deployment, leaving the US with two carriers in the region as CENTCOM prepares “short and strong” strike options against Iran.

The blockade remains in place on paper, but the warships enforcing it have reportedly moved beyond the range of Iran’s anti-ship missiles.

いま、パレスチナとイスラエルに来ています。

ヨルダン川西岸では毎日のように、イスラエル人入植者らによる放火、銃撃（重傷、殺害含む）、暴行の情報が入ってきますが、その多くが国際ニュースとして大きく扱われることはありません。

今月２日、村から盗まれた羊を守ろうとして射殺されたオマルさん（１９）とハリルさん（１７）のことを知る人は、世界でほとんどいないでしょう。

そんな中、現地２３日に同じ川西岸で、パレスチナ人が軍のチェックポイントに車で突っ込む事件がありました。犯人はその場で射殺されました。

この事件で、イスラエル駐米大使の息子で予備兵のネリア・ライターさん（３８）が、意識不明の重体となり、ニュースは日本でも大きく報じられました。

命の重さは平等だ。現場にいると、この言葉の虚しさで、心が押しつぶされそうです。

ネリアさんは現在も極めて深刻な状態にあると報じられています。一刻も早く回復すること、そして、この事件がなぜ起きたのか、その背景も含めて明らかになることを願っています。

Le détail prend une dimension particulière en Ukraine : « Serviteur du peuple » est le nom de la série satirique dans laquelle Volodymyr Zelensky incarnait un professeur devenu président.

La perquisition menée le 23 septembre par le NABU concernait Arsen Djoumadilov, ancien responsable de l’Agence ukrainienne des achats de défense, qu’il avait quittée le 31 août.

Cette opération intervient alors que le secteur ukrainien des achats militaires fait l’objet d’une enquête portant, selon les informations rapportées, sur des soupçons de fraude de 1,2 milliard de dollars.

Le bureau de la présidence ukrainienne n’a, à ce stade, pas commenté les résultats de la perquisition.

ウクライナでまたも大規模汚職　日本の“お人好し”もいい加減にした方がいい。

ウクライナのメディアNVによると、国家汚職対策局が9月23日、国防調達局の元長官ジュマディロフの事務所を捜索し、段ボール箱に詰め込まれた1億4000万ドル（約200億円）超の現金を押収した。

しかも箱の一つには「国民の僕へ」のステッカー。ゼレンスキー大統領が主演したドラマの題名であり、与党の党名そのものである。

同氏は8月31日に退任。その1週間後、ニューヨーク・タイムズが国防調達の不正を報じ、2024年だけで12億ドルが不正と浪費で消えたと暴露した。逃げ切りのタイミングとしては出来すぎている。

戦場で兵士が弾薬不足に苦しむ中、武器を買うはずの金が冷蔵庫の段ボール箱に眠っていた。

これは西側の支援で支えられた国防予算をめぐる汚職であり、日本やアメリカをはじめ西側の支援が、結果的にこの札束の山を支えていたことになる。

「白紙の小切手は出さない」というトランプ大統領の姿勢がいかに正しかったか、これ以上の証拠はない。

大統領府は沈黙を続けている。ステッカーの宛先が誰だったのか。それを明らかにしない限り、ウクライナ支援の正当性そのものが問われることになる。

2023年1月には、国防省の兵士向け食料調達で、卵などを市価の2〜3倍で買っていた水増し疑惑が発覚、その後の一連の不祥事を受けてレズニコフ国防相が9月に解任。この件では約1780万ドルの横領で起訴されている。

2023年5月には、最高裁判所長官のクニャゼフが約270万ドルの収賄容疑でNABUに摘発された。

2024年1月には、保安庁が国防省の砲弾調達で約4000万ドルの横領を摘発。代金を前払いしたのに砲弾が一発も納入されなかったという事件。

2025年11月には、国営原子力企業エネルゴアトムをめぐる「ミダス作戦」で、約1億ドル規模のキックバック網が発覚した。ゼレンスキーの元ビジネスパートナーであるミンディチが捜査対象となって国外に逃亡、閣僚2人が辞任、さらにNABUの捜索を受けたイェルマーク大統領府長官も辞任に追い込まれている。

そして今回の1億4000万ドル。額としてはこれまでで最大級。
