@abrobivel As a general rule, Poles do not fully trust (or even like?) anyone outside their nuclear family (+ maybe extended family).
If you start by noticing that, a lot of other things will make sense.
You can even see how Poles spend their off days walking in small groups, not alone.

People will not clean up after their dogs in the street, let alone stop breeding dangerous ones. Prayer and a bit of luck is the only solution, honestly
@abrobivel This has become a massive problem all over Poland. Kraków has becoming worse and worse with graffiti, but many tourists (even Poles) do not notice it because the Old Town has limited issues. But the minute you get outside of it, you see it everywhere. Same with Wroclaw
@BonesawMD Many European countries have strict “historical preservation” regulations that forbid installation of many modern comforts, including A/C especially in opulent villas and palazzos.
Many rich Euros accept this and just cope with the heat.
