Health Minister Dr Chris Baryomunsi criticised the inspection style of Local Government ministers Balaam Barugahara and Justine Nameere, saying government inspections should focus on solving problems, not making arrests. Speaking on UBC TV, he said even after finding patients unattended during his night visit to Mbarara Regional Referral Hospital, he rejected calls to arrest absentee health workers, insisting supportive supervision is more effective.

His remarks come after Balaam and Nameere’s anti-corruption operations, where only 3 of 19 health workers were found on duty at Naiku HC III by 9am, 9 staff were reportedly untraceable, a headteacher was arrested after finding 705 pupils against a declared enrolment of 1,352, and Bulambuli officials were arrested over alleged misuse of over Shs500 million in road and bridge funds.

As an accountant, and I also understand that Hon Balaama studied BCOM, this is a completely wrong approach of asking for accountability. We all want zero tolerance to corruption but let’s deploy proper measures to ensure that. Did it require to call an assembly?

There are numerous concerns in the Mbale Ministry Zonal Office (MZO) that continue to require urgent attention, particularly in relation to land-related matters.

I wish to thank the people of Bugisu for the cooperation and support you have shown as we strengthen accountability in our local governments.

I also extend my sincere appreciation to the leaders and people of the four districts and Mbale City that we have so far visited. I thank the respective District Chairpersons (LC V), the Mayor of Mbale City, Members of Parliament, RDCs and RCCs, Chief Administrative Officers (CAOs), Town Clerks, district and city councillors, religious and cultural leaders, and all our dedicated security agencies including ISO, the State House Anti-Corruption Unit, CID, the Uganda Police Force, and the UPDF for their professionalism and commitment throughout this exercise.

Together, we have addressed concerns in the education, works, and health sectors.

We continue to receive numerous complaints regarding land-related matters, with the Ministry Zonal Office (MZO) frequently cited as an area of concern.

I want to assure the public that these concerns will also be addressed in close collaboration with my colleagues at the Ministry of Lands, Housing and Urban Development, led by Hon. Judith Nabakooba.

Please continue providing us with credible and relevant information. Together, we shall restore transparency, strengthen accountability, improve service delivery, and free Mbale City and the entire Bugisu sub-region from corruption.

Headline: All involved in the creation of ghost health workers in hospitals and ghost students in our local schools must face the law

Following President @KagutaMuseveni Mzee’s directive, Kisanja no more sleep. Expose the corrupt.

The corrupt in local government should seek Christ. It is not too late to ask for forgiveness. We must forge a new path of zero tolerance to corruption.

Last night at 3:00 a.m., accompanied by the Regional Internal Security Organization (RISO) Chief, the State House Anti-Corruption Unit, representatives of the Criminal Investigations Directorate (CID), the DISO Mbale, and other security officials, we carried out an unannounced inspection at Busiu Health Centre IV, the largest health facility in Mbale District.

Our inspection uncovered five ghost staff who have reportedly been on the Government of Uganda payroll since July 2025 despite not being at the facility. This raises a serious question: who has been benefiting from salaries meant for these health workers?

It is deeply disturbing that while the available medical team is overwhelmed by the huge number of patients, corrupt individuals continue to siphon resources intended to strengthen healthcare service delivery. This is unacceptable, and it must stop.

With inspections of only two health centres in Mbale District, we have already uncovered 10 ghost staff being paid by the Government of Uganda. Every shilling stolen from the public is a shilling taken away from essential services for our people.

We shall continue these unannounced inspections and ensure that everyone involved is held accountable. Corruption in our health sector and in our local schools, where ghost students are created to steal public resources, has no place in Uganda.

In the same village, we visited Naiku Health Centre III, where we found only three junior medical officers on duty by 10:00 a.m. out of a total establishment of 19 staff. The Officer-in-Charge was not on duty, and we were informed that this has become a habitual occurrence. This is totally unacceptable.

Reporting to work late, or failing to report for duty altogether, is a form of corruption because it denies wananchi the healthcare services they deserve while taxpayers continue to meet the wage bill.

We also uncovered four ghost staff on the facility’s payroll, a serious abuse of public resources that must be investigated and addressed without delay.

I extend my sincere appreciation to Hon. Nangoli of Bulambuli for joining me today on this fact-finding mission. I also thank the CID, the Office of the President, and the State House Anti-Corruption Unit for their commitment to exposing corruption and promoting accountability in local government.

Together, we remain determined to ensure that public resources serve the people they are intended to benefit.
