So let me summarize what is ACTUALLY happening.
The bill:

-keeps import taxes, e.g., IDF, IDL;
-moves phones into VAT EXEMPT status to fool Kenyans into believing that VAT has been removed from phones, even though VAT will still be applied on phones once imported, but hidden under the beautiful word VAT exempt, and sellers will pass it down to you;
-increases excise duty from 10% to 25%.

And they are lying and trying to convince you to believe that phone prices will reduce.

The hidden VAT costs remain.
excise massively increases;
import costs like IDF, IDL remain.

Importers will obviously transfer those costs to consumers.

Meaning:
Kenyans will likely pay MORE for phones, not less.

If the government genuinely wanted cheaper phones, they would have:

-make phones ZERO RATED;
-reduced import taxes;
-reduced excise duty.
But that is NOT what this bill does.
