Labour said that VAT on school fees was necessary to fund 6,500 additional specialist teachers in state schools.
Teacher numbers have since fallen, while independent school pupil numbers have fallen significantly faster than the Government forecast in its own VAT business case.
The promised benefits are not materialising.

They said: School Fee VAT could be absorbed.
Reality: Private schools are shrinking faster than forecast, with closures and pupil transfers putting more pressure on state schools.

Hi @suttontrust, you might want to take a closer look at that paper.
Unfortunately, it was deeply flawed because it failed to note the differences between scholarships (merit-based, small fee discount) and bursaries (need-based, large fee discount).
Also, remember that parents now pay VAT on school fees, and that money is supposed to fund breakfast clubs (which were already run by companies like Greggs and charities) and recruit new teachers (but DfE plan for fewer teachers).
Parents, and schools, warned that taxing education would widen divisions, so this should be no surprise.
@NationCymru Patients taking certain steroids on long waiting lists to see a consultant are also at risk of developing type 2 diabetes. This should be quite a concern for some Health Boards.
