The usual retort is "English is not our language," which is a fair comment, except that it still falls flat for one simple reason:

Such people are not eloquent in ANY language, INCLUDING their native ones. They can't even speak their native language without supplementing 25% of the vocabulary with English words, and they definitely cannot write in their language.

In other words, we are dealing with a group of people that are functionally illiterate and lacking eloquence in ANY language, including their own. Which, again, can only be directly and positively correlated with low intellect.
