-Why was H.A.L not held accountable for all the delay?

IAF will be provided with additional 114 Rafales starting 2029 -30 .
It should also be getting around 108 Tejas Mk1A by 2029-30 out of 180 ordered so far .
120 Tejas Mk2 ordered so far likely to be with IAF only by 2035 .
Induction of AMCA will start not before 2033.
Therefore 60 - 180 x SU57 MKI seems to be the best bet as a 5th generation fighter with induction starting 29-30 ( maybe a few even before that ) . This stealth fighter with 1500km combat radius armed with Astra Mk3 , BRAHMOS NG , R77 M etc , top notch radars, Indian avionics and totally networked with IAF surveillance / air defence systems will outmatch both J35 and F35 .
After all we need to reach not 45 , not 54 but at the least 63 squadrons fastest with sight set on may be even 72 .
