My concern is with irreversible punishments like castration. What happens when an innocent person is falsely accused or wrongly convicted?

Illegal foreigners come to SA for ARVs amongst other things.

When illegal foreigners are gone:

1. Unemployment rate will decline
2. HIV rate will decline
3. Crime rate will decline.
