Quetzalcoatl is more of a sky/solar deity in Marvel, & the Aztec pantheon is already represented at the council by storm god Tláloc.
Plus, the context suggests Sugaar, as he's name dropped twice ... the 2nd time referencing his transformation into a "dragon."
Looks like the continuation of "Thunder War" in Storm #11 is finally going to give us the Council of Thunder Gods that has long been promised.
Here's my attempt to identify those pictured in the preview.
First & foremost is Zeus, Skyfather of the Olympian gods of Greece/Rome.
As an update, the 2 gods I was unable to identify from Storm #11 are gods appearing for the 1st time in Marvel.

Storm #9 gives us the best look yet at the Mesopotamian storm god Ba'al Hadad in what appears to be his godly form prior to being transformed into a demon!
Bonus points to Murewa Ayodele if he references the demon form & events from Gehenna Stone Affair in Storm!

The slouched thunder god from Storm #11 which I thought was a Celtic God is none other than Ukko, the Thunder God of the Jumalat (the Gods of Finland)!! 🤩
The figure slouched in his chair seems like a member of the Tuatha de Danaan (the Celtic Gods of the British Isles).
But he doesn't look like the preexisting Leir (God of Storm & Sea) or Taranis (God of Thunder & the Elements).
Hopefully Ayodele didn't decide to redesign Leir.🙄
Really cool to see the 4th episode of #EyesOfWakanda set in Adwa, Ethiopia!!
I was at first hoping for a cameo from Marvel's most famous Ethiopian character, Moses Magnum ... but he's probably a little too young to be showing up during the Battle of Adwa in 1896! 😅
