Creating a tax policy around a gain that hasn't been realized is ludicrous. Period. The fed cannot spend effectively as is, so you think it's a good idea to create a spending model that relies on people selling portions of volatile assets to cover it?
What happens to the stock price when shareholders are forced to sell to cover the unrealized gain, then also have to pay an additional capital gain? You can't create a tax policy that forces someone to sell their asset to pay the tax - you will drive the targets of this tax to flee this country and invest elsewhere - then the net worth requirement to be impacted by the tax will creep lower and lower to cover your poorly thought out model.
