You learn a lot about someone over that many meals in 7 and a half years. Cel was not perfect. He would tell you that. But his heart was huge. And he never stopped trying to make the world a better place. He embodied the Lorain spirit - from childhood to becoming chief. 4/

Cel always strived for a better Lorain. His care for his team was unmatched, and he worked everyday to create simultaneously a safer Lorain and a better work environment for his officers. He often shared his love of family and how important they were to him. 2/
