Meanwhile Spain had returned almost all 60,000 people from Ceuta to Morocco and assured that none had travelled to mainland Europe.

Furthermore Italy admits more illegal migrants than Spain annually.

Consequently, if Italy faces another large migrant crisis in the future, fewer EU countries may be willing to help.

Anyone who climbs over the fence at Ceuta is not within the European area of free movement, but faces a further border check.
