The Kuki community would like to express serious concern regarding the construction of the Tamei–Senapati road and calls upon the Government of India and the Government of Manipur to publicly clarify whether all required approvals, security clearances, environmental permissions, and administrative sanctions were obtained before the road was undertaken. A project of such strategic importance should be fully transparent, and the public has the right to know its legal status.
Many people in the hill districts have raised questions about the purpose and security implications of this road. Concerns continue to be voiced that the route could facilitate the movement of armed groups operating in and around Senapati, Tamenglong, Ukhrul, and the India–Myanmar border areas. Allegations have repeatedly been made regarding the movement of NSCN Eastern Flank, NSCN-IM, ZUF Kamson Group, and Myanmar-based armed elements, including Shan National Army and junta-linked groups, through remote hill routes. There are also allegations that certain local networks provide shelter, logistical support, or protection to such movements. These are serious matters and should be investigated impartially by competent central agencies.
The Kuki community also wishes to highlight what it perceives as unequal treatment by the authorities. When Kuki villages attempted to construct local bridges or connectivity infrastructure for civilian use, objections were reportedly raised and restrictions imposed. However, in the case of the Tamei–Senapati road, there has been little visible scrutiny or public explanation. This perceived double standard has deepened mistrust and created a sense that the law is not being applied equally to all communities.
People are further concerned that the road could be misused for illegal taxation, extortion from transporters, smuggling networks, and other unlawful activities affecting ordinary civilians. Truck drivers carrying essential commodities have repeatedly complained of intimidation and illegal demands in several hill routes. If such allegations are true, the responsible individuals must be identified and prosecuted strictly under Indian law.
The Kuki community believes that national security cannot be compromised. If infrastructure is developed in sensitive border areas without proper oversight, it could create future security challenges. Many citizens fear that any unchecked armed movement through such routes may increase instability and undermine ongoing efforts to restore peace in Manipur. These concerns should not be dismissed; they should be examined through a credible security assessment.
We therefore demand that the Government of India immediately conduct a comprehensive inquiry into the Tamei–Senapati road project, publish all approvals and official records related to its construction, assess its strategic and security implications, strengthen border monitoring and highway surveillance, prevent any misuse of public infrastructure for armed movement or illegal activities, and ensure equal enforcement of the law across all communities.
The Kuki community reiterates that lasting peace in Manipur can only be achieved through transparency, accountability, equal treatment under the Constitution, effective border security, and strict action against all unlawful activities regardless of community or organization. Silence on serious public concerns will only deepen mistrust; a transparent investigation and equal application of the law are essential for justice and peace.

The KukiCommunity would like to question the Government of India, Manipur Police, and Cobra Team Central Force regarding the apparent disparity in security arrangements in conflict-affected areas. In Ukhrul District, Cobra Team Central Force and security authorities are reportedly providing protection and escort to trucks carrying essential commodities destined for Tangkhul areas, while Kuki communities residing in Ukhrul District and Kamjong District continue to face restrictions and shortages in access to essential supplies.
At the same time, in Senapati District, allegations persist that NSCN-IM, ZUF Kamson Group, and Shan National Army junta militants entering Indian territory through Tangkhul-dominant areas are obstructing the movement of trucks carrying essential commodities intended for Kuki communities and other civilians in Kangpokpi District. Reports further allege that armed individuals in civilian attire continue to intimidate transporters and disrupt free movement along vital routes.
The KukiCommunity therefore demands that Cobra Team Central Force and the Government of India ensure equal protection and security for all communities by providing safe escort and protection to trucks transporting essential commodities between Senapati District and Kangpokpi District, just as security arrangements are reportedly being provided in other regions.
The continued disruption of supply lines has severely affected civilians in Kangpokpi, Ukhrul, and Kamjong districts, and immediate measures are required to restore free movement, guarantee access to essential goods, and uphold the constitutional rights of all citizens without discrimination.
