WATER KEEPS BASES ALIVE

DECODE CONFLICT ASSESSMENT

Military bases cannot operate on weapons and fuel alone. They require enormous quantities of water for personnel, hospitals, sanitation, firefighting, maintenance and cooling.

This creates a vulnerability that receives far less attention than missiles, runways or power grids.

A Government Accountability Office review found that separate Pentagon assessments collectively identified 102 American military installations facing some level of water scarcity risk. The assessments varied significantly, demonstrating that the Defense Department did not possess one consistent picture of the threat.

Only Vandenberg Air Force Base appeared in every relevant assessment examined by investigators.

Overseas installations can face an even more complicated problem. Bases in dry coastal regions may depend on desalination plants, pipelines, pumping stations, storage tanks and civilian utility networks located beyond the protected military perimeter.

An adversary would not necessarily need to destroy the base. Disrupting electricity to a desalination plant, contaminating storage, damaging a pumping station or attacking the control system could restrict water supplies while leaving aircraft and weapons physically intact.

Water infrastructure is also difficult to hide. Large treatment facilities, reservoirs and pipelines can be identified through commercial satellite imagery. Many systems require constant electricity, chemicals and specialized maintenance.

THE DECODE

A military installation without dependable water becomes progressively less capable of housing personnel, treating casualties, controlling fires and sustaining prolonged operations.

The solution is not one larger desalination plant. It is redundancy through protected storage, multiple supply routes, mobile purification systems, independent power and repair teams.

Future base defense must protect the infrastructure that allows military forces to remain on the battlefield.

Missiles provide combat power.

Water determines how long that power can survive.

BEIJING LOCKS THE SKY

China has created a permanent airspace security zone around Beijing covering more than 280,000 square kilometers, an area comparable to Italy.

Reuters reported that the Special Restricted Area took effect on September 20. It extends across Beijing, Tianjin, much of Hebei and portions of neighboring provinces and the Bohai Sea.

Commercial airlines, approved business flights and emergency aircraft can continue operating. Other flights must receive authorization, follow approved routes, maintain radio contact and remain electronically trackable.

The restrictions followed a June incident in which a light aircraft deviated from its approved route and struck Beijing’s 108 story CITIC Tower. The pilot died and 13 people on the ground were injured.

Beijing has also announced a citywide ban on possessing, operating or storing drones beginning November 15. Authorities can confiscate unauthorized systems, while existing owners are being offered buyback or recycling options.

The official explanation is public safety and infrastructure protection. Strategically, however, China is also constructing an enormous identification and surveillance environment around its political center.

THE DECODE

This is not a conventional military no fly zone. It is a permanent airspace control regime separating authorized aircraft from every unapproved object approaching Beijing.

China is treating small aircraft and privately owned drones as potential security threats before they become military threats.

Beijing is not simply protecting government buildings.

It is building a model for controlling the entire sky above a strategic region.

Economic pressure alone will not break IRGC power.

A broader U.S. strategy would target the architecture that makes the Guard powerful: restrict its access to foreign military technology and dual-use components, expose procurement and front-company networks, counter Quds Force support networks abroad, strengthen defenses against Iranian drones and missiles, pursue individual accountability for abuses, and expand Iranians’ access to uncensored communications.

The objective would be to make the IRGC progressively less capable of supplying its military programs, projecting power abroad and controlling information at home.

The IRGC’s center of gravity is not one commander or one bank account.

It is the network connecting weapons, technology, regional partners, internal security and political power.

Break those connections and IRGC power becomes harder to sustain.

A cardboard box big enough for a fridge—that was his home.

Police say Brad Brinkley, 40, drove over the box in the cemetery, felt a bump, backed up and did it again.

When he got out, a hand was sticking out of the box. Tire marks were burned across the cardboard shelter.

He didn’t call 911.
He left.
The groundskeeper, Thomas Litsey, 60, allegedly tried to cover for him.

Brinkley: charged with reckless homicide, fleeing the scene, tampering with evidence.

Litsey: complicity to tampering.

Bond is set. The case now in traffic court, not homicide — the family has a million questions.
