He knows Russia won't retaliate with a military strike against a NATO country. But known for cyber attacks, this would be considered a "Grey Zone".

Our supply chain, healthcare, utility grid and financial system would collapse.

Carney then gets to bury the bad economic news, brand Conservatives as a distraction during a national emergency, and instantly pass the exact digital tracking and utility-control laws that citizens would normally fight tooth and nail.

Strategy: Cause the vulnerability, absorb the blow, and use the wreckage to build a tighter perimeter of control. Just watch.
