That's the primary braking system. You can only do that in motion. Once stopped there is no more rotation so the energy load is gone. These brakes are for situations where the battery is full so there is no place for the "braking energy " to go or when not in motion -- Or for more urgent situations. Most braking ia done by absorbing the power when slowing down. That's why brake pads barely wear.
