Scope of the Pilot & Asset Types
🔸The exchanges are expected to list around 50 digital assets, including BTC, ETH, USDT, and USDC.
🔸The pilot may also allow tokenized real-world assets (RWAs) to be offered exclusively to foreign investors as a new funding channel.
🔸Digital assets are recognized for three main roles: means of payment, capital mobilization, and community building - with initial focus on fundraising.

🇻🇳Vietnam to Pilot 5 Licensed Digital Asset Exchanges

⭐️ Mr. Phan Duc Trung, Chairman of the Vietnam Blockchain Association (VBA), revealed that Vietnam plans to license around five digital asset exchanges under a government-backed pilot program. These platforms may be allowed to connect with global exchanges to ensure liquidity and competitiveness.

Potential participants in the pilot include:
🔸SSI Securities
🔸Techcom Securities (TCBS)
🔸MB Bank, which recently signed a Memorandum of Understanding (MoU) with Dunamu, operator of Upbit, South Korea’s largest cryptocurrency exchange.

Under the agreement, Dunamu will support MB Bank in:
🔸Establishing a domestic crypto exchange
🔸Building legal and technical frameworks
🔸Developing investor protection mechanisms

🇻🇳Vietnam Grants Legal Recognition to Digital Assets

✨At an investment conference in Hanoi on July 9, Mr. Nguyen Khac Lich - Director General of the Department of ICT Industry, announced that Vietnam's newly passed Digital Technology Industry Law provides a clear legal framework for digital assets for the first time.

Under the law, digital assets will be treated as civil assets, granting them the same legal protection as physical property. This shift officially moves over 21 million Vietnamese crypto asset holders out of the legal "gray zone." The law was passed in June 2025 and will take effect on January 1, 2026.

According to Mr. Lich, the government is aligning with three global trends in asset governance:
