PW was conceived after hearing the news in the early 2000s that a law student at the University of Costa Rica had filed and won a lawsuit before the Supreme Court, claiming that when the then president announced his "support for the US war in Iraq," this presidential action was 'contrary to the country's constitution and pacifist policies".
Costa Rica is also a peaceful country that has banned its military and declared itself demilitarized. In PW, foreign armed forces enter the country, and the legendary BIG BOSSes are asked to cooperate with them. To serve as a "deterrent" to the weak, players gather friends, expand their bases, and build up their military. As a result, they become a threat to the international community. To protect themselves, the BIG BOSSes go nuclear. The peace symbol with the bomber is an ironic icon. Yellow is the color of safety. ✌️
Since PW was released for the PSP, we made the drama, dialogue, and expressions to be slightly lower than in previous MGS games, in order to cater to the younger generation, the main target audience. Also, the global PSP market was not as big as the Japanese market at the time, so the budget was kept low. Therefore, we used less cutscenes with large-scale motion capture, and added digital animation effects that we had used in the Bande dessinée. We did not ask Harry to compose the music, but composed it entirely within our sound department.
