@News_8 Rochester had a poverty problem when we moved here years ago, long before Hurricane Maria brought a measly 1000 Puerto Rican refugees. This reads as if those 1000 unfortunate people were the downfall of a once prosperous city. Why not blame unemployment, failing schools & crime?
