NEW: Metal barricades were left down which led to the horrific New Orleans terror attack, according to a witness on CNN.

A witness has now come forward and says the hydraulic metal barriers were down during the attack.

Here is everything we know:

- The man rammed his truck into a crowd on Bourbon Street

- A “black flag” was spotted on the back of his truck

- After running over dozens of people, the man got out and started firing at people

- The man was then shot and killed by police

- At least 10 people are deceased and 30 more are injured

- FBI says they are investigating the incident as an “act of terrorism”

- Hydraulic metal barricades were left down, according to a witness

“We have these hydraulic steel barriers from past events… Those barricades were not up, period. They had the flimsy orange ones that you could just push over with your finger.”
