In 2023, Peter Obi called his manifesto "My Pact With Nigerians." It was a complete agreement. I'll break it down bit by bit. Again, Nigerians lost.

● Treat banditry, insurgency, kidnapping and cross-border terrorism as the first security task, with equal prosecution and no protected actors.
● Reopen regional border arrangements with Niger, Chad and Cameroon.
● Raise the size, equipment, training and funding of the armed forces, police and other agencies.
● Deploy modern military technology against terrorists, bandits, insurgents and kidnappers.
● Rebuild community relations with security agencies so human intelligence returns and law and order can be restored locally.
● Refocus the military on external threats and border protection, and the police on internal security and law enforcement.
● Prosecute criminals, bandits and terrorists swiftly, firmly and fairly, so impunity ends.
● Force coordination among security agencies instead of parallel operations.
● Strengthen civilian oversight of the police, and tighten the Ministry of Interior and the Ministry of Police Affairs as regulators.
● Adjust tactics for cross-border crime created by the ECOWAS Protocol on free movement of persons, without abandoning the protocol.
● Implement the constitutional idea of state police, then a three-level system (local, state and federal) with written rules against abuse.
● Use grants-in-aid to states, local governments and communities that improve criminal justice.
● Pair security with viable livelihoods for young people, on the argument that welfare reduces the supply of recruits.
● Protect every life under section 33 of the 1999 Constitution: the same law for rich and poor, powerful and powerless. No Persecution, no Privilege.

Debunking the Phantom Debts and Ecological Loan Fallacy
My attention has been drawn to trending claims by the Anambra State Government that my administration left behind inherited debts, including a ₦2 billion ecological loan, contractor liabilities, and unpaid salaries, gratuities, and pensions. This is completely false.
We systematically liquidated historical gratuities and arrears dating back several years, amounting to over ₦35 billion. At the point of handover, the state owed nothing in salaries, gratuities, or pensions, nor did we owe anything to any contractor for projects duly executed and certified.
The ₦2 billion ecological fund in question was released barely three months before the end of my tenure for the Oko/Umuchiana erosion crisis. Despite pressure to spend the money, I refused, insisting that it should be left for my successor because government is a continuum and the funds were tied to a specific project.
The money was therefore left 100 per cent intact in First Bank, in Account No. 2018779464, with a balance of over ₦2.13 billion.
It is important to stress that funds tied to specific projects or set aside for particular purposes were not even included in the over ₦75 billion in savings we left behind.

Revival does what human programs and campaigns, even though well intended cannot do.
The empowering results of revival were also felt on university and college campuses. Student prayer groups and Bible studies multiplied. Several thousands of student volunteered for missions.
