I spoke on behalf of the African Political Parties Initiative on something we rarely examine: that the quality of any government is decided inside political parties long before anyone reaches office. Parties decide who gets opportunity and what standards are accepted, and a party that is excellent at winning elections but unserious about preparing people to govern will discover the cost of that gap later in government.
Political parties are not only built to win elections but to govern effectively.
