They know the bill won't pass without nuking the filibuster and they know it will never happen with John Thune as the gatekeeper.

If the votes aren't there, change the rules.

If the Senate Majority Leader won't do it, change the Majority Leader.

If the GOP Senate won't pass 700 House passed bills I don't see a world in which they would vote to limit their own power.
