Luffys goal is to be PK by surpassing Roger and Shanks.

- to be PK is to be top1 & Luffy must be top1 by the time he is PK with the exception of Imu *maybe*

- shanks being stronger or equal to Roger is fine contingent that Shanks is currently top1 bar Imu.
