1/5 I entertained questions from members of the House Press Corps regarding the Show Cause Order and my Answer.
I discussed the contents of my Answer, including the material qualifications omitted from the excerpts cited in the Order, and why the challenged statements either concerned procedural matters outside Rule XVIII or constituted fair and true reports of matters already placed on record. We also discussed why the rule must be applied consistently and with an even hand to everyone it covers.
In this first portion, I affirmed my respect for the authority of the Impeachment Court, my prompt compliance with its directive, and my intention not to preempt its ruling. I also explained the principal grounds raised in my Answer and expressed the hope that, after considering my statements in their full context, the Court will find that no violation was committed.

3/5 In an official statement expressly referring to her impeachment and the other cases she was facing, the Vice President said: “Hawak man ni Marcos ang mga senador, fiscal, huwes, at mga pulis.”
I explained why this statement should likewise be carefully examined under Rule XVIII. The request is simple: the rule should be applied fairly, consistently, and with an even hand to everyone it expressly covers, including the Respondent.
Uneven application of the rules may weaken the people’s trust in our tribunals. Fair and equal application strengthens it.

The SALNs presented today are one part of the evidence relevant to the Article on unexplained wealth. They cannot be viewed in isolation and will have to be considered together with BIR filings, bank records, and the other evidence to be presented.
The SALNs reflect substantial changes in the Vice President’s declared net worth over the periods covered:
• More than ₱91 million from the time she first became an elected public official to the end of 2025;
• More than ₱33 million from the beginning of her vice presidency to the end of 2025; and
• Around ₱10 million from 2024 to 2025 alone.
These figures, standing alone, do not establish wrongdoing. They still have to be compared with the other relevant records and evidence to be presented.
Ultimately, their significance and evidentiary weight are for the Senator-Judges to determine.

We have decided to conclude our presentation of evidence on the Article involving confidential funds and no longer call the remaining witnesses on our list. In our recent press conference, we explained why.
We went back to what had already been placed on record through the testimony of our witnesses and the stipulations of the parties: the withdrawal of hundreds of millions in cash; the SDOs’ testimony on the turnover of funds to third persons upon the Vice President’s instructions; the COA auditors’ testimony on the violations and discrepancies they found; and the PSA findings concerning names appearing in the acknowledgment receipts.
For the Prosecution, these have already met the evidentiary targets we set for this Article. Presenting the remaining witnesses would largely be cumulative.
Whether the evidence is ultimately sufficient to warrant conviction is, of course, for the Senator-Judges to determine.

Recently on Facts First, we talked about how we had to adjust our strategy during the examination of Atty. Michael Poa as a hostile witness.
As a rule, a hostile witness may be examined through leading questions, many of which are strategically designed to call for a yes-or-no answer. However, since Atty. Poa was allowed to explain his answers, and we were not allowed to play relevant video excerpts from previous legislative hearings that we had intended to use in confronting him with his prior testimony, we had to recalibrate our strategy on the spot and adjust our examination in real time.
That need to adapt applies not only to strategy, but also to courtroom style. Different situations call for different approaches. Sometimes, you have to match the energy of opposing counsel. And when you believe your position is supported by the rules, you have to stand your ground.
After all, in these proceedings, we are not fighting merely for a private client.

The issuance of a warrant of arrest is not a conviction. It means that the court has made its own judicial determination of probable cause for the issuance of the warrant in connection with the criminal case for Grave Threats.
The criminal case and the impeachment proceedings are separate proceedings, with different purposes and consequences. The former determines criminal liability, while the latter concerns the Vice President’s fitness to remain in office.
We respect the judicial process, just as we will continue to discharge our responsibility in the impeachment proceedings by presenting our evidence before the Impeachment Court.
