China and Pakistan issued a joint five-point initiative calling for an immediate ceasefire, rapid launch of peace talks, and measures to stabilize the Gulf and wider Middle East. It includes:

1. Immediate ceasefire and humanitarian access to all war-affected areas.

2. Launch peace talks as soon as possible; safeguard sovereignty of Iran and Gulf states; “with all parties committing to peaceful resolution of disputes, and refraining from the use or the threat of use of force during peace talks.”

3. Security of nonmilitary targets: Protect civilians and halt attacks on nonmilitary and critical infrastructure, including energy and nuclear sites. “Fully adhere to International Humanitarian Law (IHL).”

4. Secure shipping in the Strait of Hormuz and restore safe commercial passage: “protect the security of ships and crew members stranded in the Strait of Hormuz, allow the early and safe passage of civilian and commercial ships, and restore normal passage through the Strait as soon as possible.”

5. Reinforce UN-led multilateralism and pursue a comprehensive peace framework under international law.

You don't seem to understand international law. UNGA resolution 3314 explains that when a third country allows its territory to be used by another state to launch an attack, it crosses a legal line from "neutral bystander" to "accomplice."
Under Res. 3314, this specific scenario is addressed directly as an act of aggression:

"The action of a State in allowing its territory, which it has placed at the disposal of another State, to be used by that other State for perpetrating an act of aggression against a third State."
