What's wrong is that taking photos of passengers on without their permission is an invasion of privacy. It is up to the airline flight attendants to enforce the rule of wearing masks on flights. I dislike my photo being taken by strangers when in public.

By focusing on one single train car we clarify. If inspector is in that car, he's counted. Conductor we assume is driving at the front.
