@AdamKinzinger Almost correct. Federal Military Academies like USMA, USNA, and USAFA are Military Service. Cadets and Midshipmen are on Active Duty. Senior Military Colleges like The Citadel are ROTC programs.

Addionally, many air defense interceptor are expensive and in limited quantities. They could be determined to not be a threat.
