According to the TN government's White Paper, the state's debt doubled over the last 5 years from ₹5.13 lakh crore to ~₹10 lakh crore, while fiscal stress continued to worsen

Two questions arise:

1️⃣ While BJP-ruled peer states such as Gujarat and Maharashtra were able to stabilize their finances in the post-Covid period, why couldn't the DMK government?

2️⃣ With the White Paper warning of limited fiscal space for new schemes, can the TVK government fulfil its election promises estimated to cost around ₹1 lakh crore without worsening the state's debt burden?
