আন্তর্জাতিক নারী দিবসের শুভক্ষণে সারা বিশ্বের সবাইকে জানাই আমার অনেক শুভনন্দন।

আমি কুর্নিশ জানাই এই বাংলার মাটিকে – এ মাটি প্রীতিলতা ওয়াদ্দেদারের মাটি, এ মাটি মাতঙ্গিনী হাজরার মাটি, এ মাটি কল্পনা দত্ত, বীণা দাশ, সুনীতি চৌধুরীর মাটি, এ মাটি মাদার টেরিজার মাটি।

আন্তর্জাতিক নারী দিবসের এই শুভক্ষণে একটা বিশেষ কাজ আমরা করেছি। 'যুবসাথী' প্রকল্পে টাকা দেবার কথা ছিল আগামী এপ্রিল মাস থেকে। আজকের দিনে যুবসমাজকে সম্মান জানিয়ে গতকাল থেকেই 'যুবসাথী' প্রকল্পের টাকা দেওয়া আমরা শুরু করেছি। গতকাল থেকেই প্রায় ১ কোটি আবেদনকারীর ব্যাঙ্ক একাউন্টে টাকা যাওয়া শুরু হয়ে গেছে। আমি সকলকে জানাই উষ্ণ অভিনন্দন।

আমরা সবসময় চেষ্টা করি এভাবেই সর্বস্তরের, সকল মানুষের পাশে থাকতে। আর অন্যদিকে, কেন্দ্র সরকারের কাজ শুধু মানুষকে হয়রানি করা। গ্যাসের দাম যেভাবে বৃদ্ধি করা হল, তার প্রভাব পড়বে মানুষের হেঁসেলে। আজ তাই বাংলার মেয়েরা প্রতিবাদে পথে নামবে, তাঁদের পরনে থাকবে প্রতিবাদের কালো শাড়ি।

"আমার লক্ষ্মী প্রতিবাদ জানায়, কন্ঠে তার আগুন,
আমার লক্ষ্মী দেশ জয় করে, সবারে বলে – জাগুন।।"

বাংলার প্রতিটি মেয়ে আমাদের গর্ব। সমাজের প্রতিটি স্তরে তাঁদের অবদান অপরিসীম।

তাই শুধুমাত্র বছরের একটি বিশেষ দিন নয়, আমার কাছে প্রতিটা দিনই নারী দিবস।
যে সমাজে মেয়েরা ভালো থাকে না, সেই সমাজ কখনো ভালো থাকতে পারে না।

তাই, জীবনের প্রতিটি ক্ষেত্রে যাতে তাঁরা এগিয়ে যেতে পারে তা সুনিশ্চিত করতে আমাদের সরকার প্রথম দিন থেকে অনেকগুলি যুগান্তকারী কর্মসূচী নিয়েছে।

লক্ষ্মীর ভাণ্ডার প্রকল্পে উপভোক্তার সংখ্যা এখন বেড়ে দাঁড়িয়েছে ২ কোটি ৪১ লক্ষ। ভাতার পরিমাণও আবার ৫০০ টাকা করে বাড়ানো হয়েছে - তপশিলী জাতি ও আদিবাসী পরিবারের মহিলারা এখন মাসে ১৭০০ টাকা এবং অন্যান্যরা মাসে ১৫০০ টাকা করে পাচ্ছেন।

স্বাস্থ্যসাথী প্রকল্পে স্মার্টকার্ডটি পরিবারের মহিলা সদস্যের নামে। প্রায় ২ কোটি ৪২ লক্ষ মহিলা এই কার্ড পেয়েছেন।

স্কুল, কলেজ ও বিশ্ববিদ্যালয় – সব স্তরেই মেয়েরা কন্যাশ্রী পাচ্ছে। ১ কোটি ছাত্রী এখন কন্যাশ্রী। UNESCO তে সেরার শিরোপা পেয়ে ‘কন্যাশ্রী��� বিশ্বজয়ী।

রূপশ্রী প্রকল্পের মাধ্যমে প্রায় ২৩ লক্ষ মহিলাকে বিবাহের জন্য এককালীন ২৫,০০০ টাকা করে আর্থিক সহায়তা দেওয়া হয়েছে।

সবুজসাথী প্রকল্পে রাজ্যের ছাত্র-ছাত্রীদের ১ কোটি ৪৮ লক্ষ সাইকেল দেওয়া হয়েছে, তার মধ্যে প্রায় ৭৯ লক্ষ মেয়েদের জন্য।

মা–বোনেদের ও শিশুদের স্বাস্থ্যরক্ষায় আমাদের সরকার বহুমুখী পদক্ষেপ করা হয়েছে। মাদার এন্ড চাইল্ড হাব হয়েছে ১৭টি। গর্ভবতী মহিলাদের জন্য ১৩টি ওয়েটিং হাট হয়েছে। এসবের ফলে প্রাতিষ্ঠানিক প্রসবের হার ৬৮.১% থেকে বেড়ে হয়েছে ৯৯.১৪%।

আজ নারী সুরক্ষায় বাংলা দেশের সেরা। কেন্দ্রীয় সরকারই বলছে দেশের সবচেয়ে নিরাপদ শহর কলকাতা। এই নিরাপত্তা আরও সুদৃঢ় করতে কদিন আগেই কলকাতা পুলিশের উদ্যোগে পিঙ্ক বুথ' ও অল-উইমেন 'SHINING' মোবাইল পরিষেবা শুরু করা হয়েছে। মেয়েরা রাতবিরেতে যাতে আরো সুরক্ষিত ��োধ করে তার জন্যই আমাদের এই উদ্যোগ।

নারী নিরাপত্তা সুনিশ্চিত করতে এর আগেও আমরা অনেক পদক্ষেপ করেছি। ‘অপরাজিতা বিল’ পাশ করা হয়েছে। ৪৯টি মহিলা থানা স্থাপন করা হয়েছে। ২০১১ সালের আগে কোন মহিলা থানা ছিল না।এছাড়া বিচার ব্যবস্থায় গতি আনতে মহিলাদের জন্য ৫২টি ফাস্ট ট্র্যাক কোর্ট তৈরি করা হয়েছে।

ত্রিস্তরীয় পঞ্চায়েতে ৫০% মহিলা আসন সংরক্ষণ কার্যকর করেছি আমরা। এমনকি বিধানসভা, লোকসভা ও র���জ্যসভাতেও আমাদের মহিলা প্রতিনিধির সংখ্যা দেশের মধ্যে অগ্রগণ্য।

‘আনন্দধারা’ প্রকল্পের আওতায় ১.২১ কোটি মহিলাকে নিয়ে ১২ লক্ষেরও বেশি SHG তৈরী হয়েছে – সারা দেশে যা আর কেউ করতে পারেনি। নানা প্রশিক্ষণের মাধ্যমে তাঁদের দক্ষতা বাড়ানো হচ্ছে এবং তাঁদের জন্য ঋণের ব্যবস্থা করে তাঁদের স্বনির্ভর করা হচ্ছে। আমাদের এই প্রকল্প দেশের মডেল।

রাজ্য সরকারী অফিস, স্কুল, কলেজ, বিশ্ববিদ্যালয়, পঞ্চা��়েত ও মিউনিসিপ্যালিটিতে কর্মরত ��হিলা কর্মীদের জন্য আমরা ৭৩০ দিন সবেতন Child Care Leave মঞ্জুর করা হয়েছে।

‘কর্মাঞ্জলি’ প্রকল্পের আওতায় কর্মরত মহিলাদের থাকার জন্য বাংলা জুড়ে গড়ে তোলা হয়েছে ১৩টি হস্টেল। আমি এর নাম রেখেছি ‘কর্মাঞ্জলি’।

শেষে বলি –

International Santal Council, a private organisation, invited Hon’ble President to the 9th International Adivasi Santal Conference in Siliguri.

After Advanced Security Liaison, district administration flagged in writing to the President’s Secretariat that the organiser appeared inadequately prepared; the concern was also conveyed telephonically (For relevant letters and photographs, see my related facebook post)

The President’s Secretariat advance team visited on 05.03.26, was apprised of the lack of arrangements, yet the programme continued as scheduled.

Hon’ble President was received and seen off by Mayor Siliguri Municipal Corporation, DM Darjeeling and CP Siliguri Police Commissionerate strictly as per the approved lineup shared by the President’s Secretariat. CM, West Bengal was not part of the lineup or the dais plan. No protocol lapse happened on part of district administration.

BJP is disrespecting and misusing the highest chair in the country for its own party agenda. Most unfortunate.

What we are witnessing today is unprecedented, deeply unfortunate, and a direct assault on the democratic foundations of this republic. In their "One Nation, One Leader, One Party" frenzy, BJP has systematically weaponised every democratic institution and every constitutional post to serve their own Jono-Birodhi ambitions.

For years, they have unleashed Central agencies, National Commissions, a servile Godi Media, and a compliant section of the judiciary against Bengal. They are misusing the Vanish Commission to erase legitimate voters from electoral rolls.

This is what they want. They want to replace Babasaheb Ambedkar's Constitution with their party manifesto. I have not stood for this. I will not stand for this. Our dharna at Dharmatala is our answer to every Bangla-Birodhi agenda that seeks to humiliate, intimidate, and persecute the people of this state. BJP's only priority is power. My priority is and has always been people. These Zamindars of Delhi will never succeed in their mission to subjugate this great land.

Bengal rose to break the shackles of colonial rule. Bengal will rise again to pave the way for BJP's inevitable downfall.

I am very happy to announce the constitution and notification of the West Bengal Traders’ Welfare Board (WBTWB) which I committed at the State Traders’ Convention and the Business & Industry Conclave in December, 2025. We fulfill what we promise! This was a long-standing demand of our trading community. My heartiest congratulations to them.

The Board will provide an institutional platform for regular dialogue and coordination between the trading community and the Government, with representation from every district of the State. It will work to address the concerns of lakhs of traders.

The Chairperson of the Board will be the President of the Confederation of West Bengal Traders Association (CWBTA), the State’s apex body of traders, ensuring strong representation from the community itself.

Our traders are the backbone of Bengal’s economy. We remain committed to standing with them and working together to build a stronger, more vibrant economic future for our State.

নন্দীগ্রামে কৃষিজমি আন্দোলনের শহীদদের স্মৃ���ির প্রতি শ্রদ্ধা জানিয়ে প্রতিবছর এই দিনটিকে আমরা ‘কৃষক দিবস’ হিসেবে পালন করি।

আমাদের কৃষকরা আমাদের গর্ব। তাঁরাই আমাদের অন্নদাতা। তাই তাঁদের প্রতিটি প্রয়োজনে আমরা তাঁদের পাশে থাকি।

‘কৃষকবন্ধু (নতুন)’ প্রকল্পে আর্থিক সহায়তা থেকে শুরু করে ন্যায্য মূল্যে বিক্রি, শস্য বিমার যাবতীয় খরচ বহন করা থেকে শুরু করে প্রাকৃতিক বিপর্যয়ে আর্থিক সহায়তা, কৃষকের অকাল মৃত্যুতে কৃষক ��রিবারের পাশে দাঁড়ানো থেকে শুরু করে কৃষক পেনশন প্রদান, ১৮৬টি ‘কিষাণ মান্ডি’ চালু করা থেকে শুরু করে বিনামূল্যে কৃষি যন্ত্র প্রদান – সবকিছুই আমরা করেছি।

কৃষকবন্ধু (নতুন) প্রকল্পে কৃষক, বর্গাদার, ভাগচাষীরা এখন বছরে ১০০০০ টাকা করে পান। যার সামান্য জমিও আছে তিনিও ন্যূনতম ৪০০০ টাকা পান। এই টাকা দুই কিস্তিতে, খরিফ আর রবি মরশুমে সরাসরি ব্যাঙ্ক অ্যাকাউন্টে পাঠিয়ে দেওয়া হয়। এই প্রকল্পে এখন পর্যন্ত মোট ৩০০৫১ কোটি টাকা আর্থিক সহায়তা দেওয়া হয়েছে। উপকৃত হয়েছেন মোট ১.১৪ কোটিরও বেশি কৃষক, বর্গাদার ও ভাগচাষি।

এবার কৃষক, বর্গাদার এবং ভাগচাষিদের পাশাপাশি খেতমজুরদেরও বছরে দুই কিস্তিতে ৪,০০০ টাকা আর্থিক সহায়তা দেওয়া হচ্ছে। মোট প্রায় ২৮ লক্ষ আবেদনকারীদের ব্যাঙ্ক একাউন্টে গত ৮ই মার্চ থেকেই টাকা পাঠানো শুরু হয়ে গেছে।

কৃষকবন্ধু (মৃত্যুজনিত সহায়তা) পেয়েছেন ১.৭০ লক্ষের ব���শি কৃষক পরিবার। এই খাতে ৩৪১৯ কোটি টাকা প্রদান করা হয়েছে।

বাংলা শস্য বিমা যোজনায় প্রিমিয়াম-এর পুরো খরচ দেয় রাজ্য সরকার। এখনো পর্যন্ত ১.১৫ কোটি কৃষক ৪০০৫ কোটি টাকার বেশি বাংলা শস্য বিমার ক্ষতিপূরণ পেয়েছেন।

কৃষি যান্ত্রিকীকরণ প্রকল্পে এ পর্যন্ত ৬.০১ লক্ষেরও বেশি কৃষিযন্ত্র কৃষকদের মধ্যে বিতরণ করা হয়েছে। খরচ হয়েছে ১৩২১ কোটি টাকার বেশি। এছাড়া, সরকারি সাহায্যে ২৫২৫টি কৃষিযন্ত্রাদি ভাড়া কেন্দ্র করা হয়েছে। আধুনিক যন্ত্রের ব্যবহারে কৃষি উৎপাদন বাড়ছে যার সুফল পাচ্ছেন কৃষকরা।

ফসলের অভাবী বিক্রি বন্ধ করার জন্য রাজ্য সরকার ন্যূনতম সহায়ক মূল্যে ধান ক্রয় করছে। এই বছর ৭০ লক্ষ মেট্রিক টন ধান কেনা হচ্ছে। এছাড়া, প্রয়োজন মত অন্যান্য ফসলের ন্যায্য মূল্যে ক্রয়ের ব্যবস্থাও করা হচ্ছে।

আগামীদিনেও আমরা এভাবেই আমাদের কৃষকদের পাশে থাকবো।

I am pleased to announce an increase of ₹500 in the monthly honorariums extended to our purohits and muezzins, whose service sustains the spiritual and social life of our communities. With this revision, they will now receive ₹2,000 per month.

At the same time, all fresh applications that have been duly submitted by purohits and muezzins have also been approved by the State Government.

We take pride in nurturing an environment where every community and every tradition is valued and strengthened. Our endeavour remains to ensure that the custodians of our rich spiritual heritage receive the recognition and support they deserve.

I am happy to announce that our Ma-Mati-Manush government has delivered on its promise to all its employees and pensioners, and to lakhs of teachers and non-teaching staff of our educational institutions, as well as employees/ pensioners of our other grant-in-aid instititions like panchayats, municipal bodies, other local bodies etc.

They will start receiving their ROPA 2009 DA arrears from March 2026 onwards as per the modalities detailed out in the Notifications issued by our Finance Department.

Today, I visited the revered Baba Boro Kachari Temple and offered my prayers, seeking the Almighty’s blessings for the health, well-being, and prosperity of the people of Bengal, and prayed that our State continues to move forward in peace and harmony.

This visit also marked an important step in restoring livelihoods. Nearly two years ago, a devastating fire had damaged the stalls adjacent to the temple, leaving several families without their means of income. I am pleased that today we were able to hand over the keys to newly constructed stalls, enabling them to resume their work with dignity.

The people of Diamond Harbour share a deep and enduring bond with me, one built on trust, affection, and a shared journey. As long as I am alive, I will continue to strive to honour the trust they have reposed in me. I remain committed to working tirelessly for their all-round welfare.
