Maximizing revenues always is the preferred strategy of the Government, and not paying attention to the way the collected revenues are used and spent. There is a whole adminstration machinery to maximize revenue realisations. There isn't corresponding, equally stringent, adminstration machinery to monitor and control the expenditure. We see wastage of resources callously everyday. Admin may not care, public doesn't consider this as its money.
Dear FSSAI, do you think ordering recall is sufficient cost and consequence for an erring supplier and manufacturer? Simply, it means that suppliers can play with health of the people freely? I think such actions may be sufficient only if you are able to guarantee 100% tests on quality. Sure, but for that contol, the government should not cause all the pain to all and sundry. Only GOI issues passport, Aadhar Card and PAN, among othere. Why not have one or more documents that can be trusted and useful for all purposes. Right now, you need aadhar card for passport, passport for aadhar card, etc
This is good that the monitoring will be improved for air pollution. You may kindly also announce your targets for AQI for next 4/5 years, year by year, and specific actions towards improvements that are being implemented/ planned, with expenditures, name of the responsible position and completion date. It will be great if you organise that at least monthly updates on plan and results are published. This will help the residents to know the real seriousness with which the government is working to resolve this most basic condition of healthy living in NCR.

Are the human lives really important? No regard to safety. A private company will be severely penalized for such callous approach. And then MCD considers this action !! With this mindset, the city is going nowhere.
The point is not that the Commissioner should personally inspect every building. It is that Section 59 of the DMC Act places the entire executive power of MCD, and supervision/control of its officers, with the Commissioner.
So asking “was this particular illegality reported to the Commissioner?” is only part of the question. Why did the Commissioner’s system not detect, escalate and act on such gross violations? Were inspections effective? Were exceptions flagged? Were complaints tracked? Were failures by JEs/AEs/EE etc. identified and acted upon?
A Commissioner cannot personally do every job—but he is responsible for ensuring that the people who are supposed to do those jobs actually do them, and that a non-functional chain does not continue unchecked.
That is organisational accountability. It is different from presuming his personal culpability for the collapse.

As air pollution subject deeply affects the life and functioning of the public, kindly arrange to announce the top planned outcomes with timelines and who are responsible. These needs to be measurably monitored and reported to the public, and accountability enforced relentlessly. Unfortunately, all have become accustomed to shoddy performance as a routine, and waking up in emergency situations only.
This is also failure of press that is independent to relentlessly follow issues of substance, report regularly and enforce accountability. Unfortunately, press is guided more by everyday breaking news than really doing something for performing what is socially relevant and expected. More soundbites less substance
It's really inspirational to dream big. But with reality check, making clear roadmap with milestones for each outcome each quarter each year that takes us to the dream of India 2047. Without a clear and integrated roadmap and delivery and regular performance updates, it is good but can be disappointing for all, and risk that it remains like daydreaming.
In general the government of India primary motivations are keep winning elections, and for this keep maximizing revenue collections without any responsibility for citizen- centric outcome, and complete freedom on expenditures. Unfortunately, the society and all parts here don't seem to realise that all money is provided by it and that it should demand transparent, focused and output oriented expenditures only. One can notice wastage of money and resources effortlessly.

Thank you, Honourable LG, Hopefully, priority and focus of all concerned will result into a clear action plan, with each department/ official named, timeline, outcomes and expenditure involved. Kindly arrange that this is made public because this concerns public, and progress reported periodically. Otherwise, we all know, we all have become accustomed to getting alarmed in emergency situations, make all the sounds and then like many things, conveniently choose to forget. The public forgets, the government forgets and the press forgets.
India does need,for each public service department, at every level, a clear set of outcomes they are responsible to provide, and a rating system against those, also including ethics and compliance, for any member to see and participate. Such system should cover each department, each officer, each project above certain size, each service and public facility. We have a system that maintains a big wall between the public service providers and public service users while the latter funds and maintains the service. God bless our great nation!!
