PIM PLUS – WORLD BANK
IMPLEMENTATION MISSION
The Public Investment Management PLUS (PIM PLUS) Secretariat successfully held a Development Partners Coordination Meeting as part of the World Bank implementation mission that kicked off earlier this week.
The PIM PLUS operation is a $200 million World Bank-funded project, which is a flagship reform under the Public Finance Management (PFM) strategy.
Mission participants included teams from the World Bank, the African Development Bank and the International Monetary Fund and Ministries,Departments and Agencies. Acting Director Budget,Hannington Ashaba officiated at the entry meeting.
The meeting highlighted the critical role of collaborative efforts in improving project execution and bolstering the value of public investment contribution towards the attainment of Uganda's Tenfold Growth Strategy.
The Acting Commissioner, Project Analysis and Public Investments Department, Gertrude Basiima thanked the Development Partners for their progressive development partnership with the Government of Uganda. She reiterated the value of conducting robust project analysis.
On her part the Lead Governance specialist with the World Bank, Ms Verena Fritz said the engagement between Gov't & Development Partners is meant to ensure that project execution processes work well.
“The Projects Analysis and Public Investments Department has a vital role to play in ensuring that the broad objectives of improving and achieving the country’s public investment goals are realised,” she said.
Public Investment Management System (PIMS) is a Government framework for preparing, appraising, selecting and monitoring public investments. It links project ideas to national priorities, tests value for money before resources are committed, and also manages implementation risks and records evidence for future decisions.
Basiima said PIMS is a quality-control framework to ensure projects are viable, affordable and ready.
The National Planning Authority, Executive Director, Dr. Joseph Muvawala urged participants to view the PIM PLUS operation as a good opportunity.
“We are responsible for the failure and success of this project. We should stop accusing processes. It is people who kill projects, not the processes,” he said, as he challenged participants to commit to delivering timely and quality work.
