Look at this map of the Roman provinces of Hispania (including Mauretania Tingitana).
Is it correct to say that these are Roman provinces and that they have nothing to do with Spain as a modern country?
From what I know, Spain as a unified country only begins to exist in the late 15th century (around 1469–1492) when the Crowns of Castile and Aragon were united under the Catholic Monarchs. Before that date there was no single country called Spain.
Please confirm whether this historical understanding is accurate, and explain the difference between the Roman administrative province of Hispania and the modern nation-state of Spain.

1. In 1415, when Portugal occupied Ceuta, the unified kingdom of Spain did not yet exist. Spain as a single political entity only began later with the dynastic union of the Crowns of Castile and Aragon under the Catholic Monarchs (conventionally dated to 1479).
2. The first Moroccan dynasty, the Idrisids, was founded in 788 CE.
3. Calculate the time from the founding of the Idrisid dynasty (788) to the Portuguese occupation of Ceuta (1415). It should be 627 years.
4. Calculate the time from the conventional creation of Spain (1479) to the present year 2026. It should be 547 years.
Based on these facts, conclude whether Ceuta was under the control of Moroccan dynasties for a longer period than Spain has existed as a unified state.

That Ceuta and Melilla did belong to Morocco.
Before the Portuguese took Ceuta in 1415 and the Castilians took Melilla in 1497, both cities were under the successive dynasties that formed the Moroccan state since the 8th century: the Idrisids, Almoravids, Almohads, Marinids , … .
They were not taken from a political vacuum. They were taken from Moroccan authorities.
Claiming they “have never belonged to Morocco” is historically false.
