असम की BJP सरकार ने बिना ���जट मंजूरी के खर्च किए 509 करोड़ रुपये: CAG रिपोर्ट

भारत के नियंत्रक एवं महालेखा परीक्षक (CAG) ने अपनी 2024-25 की ऑडिट रिपोर्ट में असम सरकार की वित्तीय कार्यप्रणाली से जुड़े गंभीर मुद्दों को उजागर किया है। रिपोर्ट के अनुसार, 13 मामलों में बिना किसी बजटीय प्रावधान या पुनर्विनिय���जन आदेश के 509.59 करोड़ रुपये खर्च किए गए, जो संविधान के अनुच्छेद 204 का उल्लंघन माना गया है।

रिपोर्ट में बताया गया कि यह राशि ‘सार्वजनिक ऋण और ऋण सेवा’ (Public Debt and Servicing of Debt) मद के तहत खर्च की गई। हालांकि, इसके लिए मूल बजट में कोई प्रावधान नहीं था और न ही अनुपूरक स्वीकृति प्राप्त की गई थी। साथ ही, इस संबंध में कोई पुनर्विनियोजन आदेश भी जारी नहीं किया गया।

CAG ने अपनी रिपोर्ट में कहा कि बिना बजट स्वीकृति के किया गया खर्च न केवल वित्तीय नियमों के विपरीत है, बल्कि यह विधायिका की मंजूरी की प्रक्रिया को भी दरकिनार करता है। रिपोर्ट में सरकारी विभागों में अधिक वित्तीय अनुशासन और जवाबदेही सुनिश्चित करने की आवश्यकता पर जोर दिया गया है।
