Official Launch of Three Digital Hubs in OlKalou Constituency
Yesterday, the Cabinet Secretary, Ministry of Information, Communication and the Digital Economy, H.E, Hon. William Kabogo, EGH, joined the people of Ol Kalou Constituency in Nyandarua County to officially launch three digital hubs located in Wiyumiririe, Passenga, and Mirangine.
The hubs mark another significant milestone in the Governmentโs commitment to expanding digital access, creating employment opportunities, and empowering young people with the skills needed to thrive in the digital economy. The initiative is part of the national programme to establish digital hubs across the country to bridge the digital divide and ensure that no community is left behind in Kenyaโs digital transformation journey.
Developed through a partnership between the Ministry of Information, Communications and the Digital Economy and the National Government Constituencies Development Fund (NG-CDF), the hubs will provide affordable internet connectivity, digital literacy training, access to online jobs, innovation spaces, and government digital services. The facilities are expected to serve as centres of innovation and entrepreneurship, enabling youth, students, and small businesses to acquire marketable digital skills and participate meaningfully in the digital economy.
The Government remains committed to accelerating job creation through ICT, expanding digital infrastructure, and fostering a knowledge-based economy that unlocks opportunities for all Kenyans. By bringing technology closer to communities, these hubs will play a vital role in enhancing digital inclusion, supporting innovation, and improving livelihoods across Nyandarua County and beyond.

The Cabinet Secretary described Cyber Week Africa 2026, scheduled for 27thโ30th October 2026 at the Kenyatta International Convention Centre (KICC), as a strategic platform that will bring together stakeholders from across the continent to discuss emerging cyber threats, forge cross-border partnerships, and showcase African innovations in cybersecurity.
He urged private sector leaders, researchers, diplomatic missions, and development partners to actively participate in shaping the eventโs agenda to ensure it addresses real-world cybersecurity challenges facing organizations today.
Calling cybersecurity a foundation for sustainable economic growth, Kabogo encouraged stakeholders to view it not merely as a cost but as a competitive advantage in the digital age.
He thanked the organizing committee, partners, and the CyberPro Global team for championing cybersecurity initiatives across Africa before officially declaring the Cyber Week Africa 2026 Partnership Engagements open.
The engagement brought together key leaders from government, industry, academia, and development partners, including Data Protection Commissioner Ms. Immaculate Kassait, NC4 Director, Dr. Col. In a speech delivered on behalf of the Cabinet Secretary for Information, Communications and the Digital Economy, Hon. William Kabogo, by the Principal Secretary for ICT and Digital Economy, Eng. John Tanui, during the Cyber Week Africa 2026 Partnersโ Breakfast Meeting held in Nairobi, the Government underscored the critical role of cybersecurity in supporting Kenyaโs digital transformation agenda.
The Cabinet Secretary noted that Kenyaโs rapid adoption of digital technologies has transformed service delivery, financial services, and governance, reinforcing the countryโs position as Africaโs โSilicon Savannah.โ However, he cautioned that increased digital connectivity has also heightened exposure to cyber threats, making it imperative for governments, businesses, and academic institutions to work together to build resilient digital systems and protect critical infrastructure.
Kabogo reaffirmed the Governmentโs commitment to securing the countryโs digital space through the implementation of the Kenya Digital Master Plan 2022โ2032 and the broader Digital Transformation Strategy for Africa. He said the Ministry is strengthening legal and regulatory frameworks, enhancing cybersecurity oversight, and investing in advanced technologies to protect national digital assets.

The Ministry of Information, Communications and the Digital Economy today reaffirmed its support for the establishment of a National Addressing System for Kenya during stakeholder consultations on the proposed National Addressing Bill, 2025.
The consultations were held before the National Assembly Departmental Committee on Communication, Information and Innovation and brought together Members of Parliament, representatives from the Ministry and its agencies, as well as other stakeholders to deliberate on the proposed legislation.

This afternoon, the Cabinet Secretary, Ministry of Information, Communication and the Digital Economy, H.E Hon. William Kabogo Gitau, EGH, appeared before the Senate Standing Committee on Information, Communication and Technology to respond to queries on the status of digitization of government services and to provide an update on the progress being made in advancing Kenya's digital transformation agenda.
During the session, the CS highlighted key milestones achieved in the delivery of digital government services, ongoing efforts to enhance connectivity and digital infrastructure, as well as measures being implemented to improve efficiency, accessibility, and transparency in public service delivery through technology.
In attendance were Principal Secretary, State Department for ICT and the Digital Economy, Eng. John Tanui, CBS; CEO, Information and Communication Technology Authority (ICTA) Mr. Jessy Maruti; Secretary ICT, Digital Economy and Emerging Technologies, Ms. Mary Kirema, OGW; Secretary ICT and Digital Infrastructure, Mr. Washington Okoth; representatives from the Office of the Data Protection Commissioner, and other senior government officials.
Digital Accessibility must be integrated into every stage of policy development, infrastructure deployment, product design, and service delivery to ensure that no one is left behind.
Earlier today, the Cabinet Secretary, Ministry of Information, Communication and the Digital Economy, H.E Hon. William Kabogo Gitau, EGH, officially opened the inAble Inclusive Africa Conference 2026, a platform that continues to champion digital accessibility and inclusion across our continent.
Kenya is significantly making progress through the Digital Superhighway Programme, which is connecting schools, hospitals, government institutions, and communities across the country.
Through investments in digital infrastructure, innovation hubs, and the expansion of online government services, the Ministry is creating opportunities for all Kenyans to participate meaningfully in the digital economy.
The CS commended the collaboration between government agencies, standards bodies, and accessibility advocates in developing Kenya's national standard for accessibility of ICT products and services which is a significant milestone in aligning Kenya's digital ecosystem with international best practices.
Accessibility remains a central pillar of these efforts, particularly for learners and citizens with disabilities who must be able to access education, information, and public services without barriers.
Kenyaโs growing recognition as one of the worldโs leading business process outsourcing (BPO) destinations highlights the countryโs rising strength in the global digital economy. The latest Ataraxis Global Outsourcing Index ranks Kenya 11th worldwide and among Africaโs top outsourcing hubs, reflecting the countryโs progress in building a competitive and innovation-driven digital environment.
The ranking is largely attributed to Kenyaโs youthful and highly skilled workforce, strong English proficiency, affordable labour market, and improving digital infrastructure. Combined with a stable business climate, these advantages continue to attract international companies seeking reliable outsourcing and technology-enabled services.
Beyond global recognition, the achievement demonstrates Kenyaโs increasing role as a center for digital employment, innovation, and investment. As the country expands its digital economy agenda, new opportunities are emerging for young people through online work, business process outsourcing, and other technology-driven industries that contribute to inclusive economic growth.
To strengthen its ambition of becoming one of the worldโs top five outsourcing destinations, Kenya must continue investing in advanced digital skills such as artificial intelligence, cybersecurity, cloud computing, software engineering, and customer experience management. Greater collaboration between industry, TVET institutions, and the private sector, alongside expansion of rural digital hubs and practical training programs, will further position Kenya as a trusted global source of digital talent.
Eng. Tanui further stated that reducing duplicative taxation and streamlining ICT infrastructure costs would attract greater private sector investment and lower the cost of digital services for Kenyans. He also praised the Senate ICT Committee, led by TransNzoia Senator Allan Chesang, and the ICT Authority under CEO Jessy Maruti, for their continued legislative and strategic support in advancing Kenyaโs digital transformation agenda.

John Tanui, CBS, has called for urgent harmonization of ICT infrastructure, emerging technologies, and legislative frameworks to strengthen Kenyaโs position as a leading regional digital hub. He noted that despite significant progress under the Governmentโs Digital Superhighway agenda, several legislative and fiscal challenges continue to slow down implementation efforts.
Speaking on behalf of the Cabinet Secretary for Information, Communications and the Digital Economy, H.E. Hon. William Kabogo, during the ICT Sector Stakeholdersโ Engagement Retreat at Lake Naivasha Resort, Eng. Tanui highlighted key milestones already achieved. These include plans to roll out 100,000 kilometers of fibre optic cable and establish 25,000 public Wi-Fi hotspots across the country to expand digital access and connectivity.
The PS emphasized the need to eliminate double taxation within the telecommunications sector, noting that overlapping national licensing requirements and expensive county wayleave charges have increased the cost of doing business and hindered rural network expansion. He reiterated the Ministryโs commitment to promoting infrastructure sharing, strengthening intergovernmental coordination, and standardizing infrastructure costs to support affordable and efficient ICT deployment.

According to the PS, Kenya is increasingly becoming a preferred destination for global data centres and Artificial Intelligence infrastructure. This growth is being driven by strong investment in digital systems, expanding internet connectivity, supportive regulations, renewable energy potential, and rising regional demand for cloud and AI services.
Eng. Tanui explained that Kenya is emerging as the digital gateway to Eastern and Central Africa. The country already hosts several world-class carrier-neutral and enterprise data centres operated by companies such as Safaricom, Oracle, Liquid Intelligent Technologies, and other major industry players, alongside the Konza National Data Center.
The government has also invested heavily in terrestrial fiber infrastructure to strengthen nationwide digital transformation and regional integration. International technology firms are now increasingly viewing Kenya as a strategic location for cloud services, AI workloads, enterprise hosting, and broader digital service delivery across Africa.
During the meeting, stakeholders from Konza National Data Centre, ICT Authority, Kenya Revenue Authority (KRA), Office of the Data Protection Commissioner (ODPC), Liquid Telcom, Safaricom, Oracle, iColo, Atlantis, TESPOK and the Special Economic Zones Authority discussed policies and regulatory measures needed to encourage investment in data centres and cloud services. Principal Secretary for ICT and the Digital Economy, Eng. John Tanui, CBS, today engaged digital content creators, media innovators, and production professionals in discussions aimed at strengthening Kenyaโs fast-growing creative economy. The meeting brought together notable digital personalities, including Presenter Kai, Diana Yegon, and Mwangi Josiah Mwangi of Vista Digital Studios Ke, who are contributing to the growth of digital hosting, media production, and online audience engagement in Kenya.
The engagement also highlighted the growing influence of localized digital journalism and micro-journalism platforms. Mary Sonny of Nairobi Daily demonstrated how digital-first storytelling is reshaping news consumption patterns while creating employment and income opportunities for young people through online content creation and platform monetization.
Speaking during the meeting, PS Tanui noted that the creative economy has emerged as one of Kenyaโs fastest-growing sectors, driven by innovation, increased internet connectivity, and rising demand for online content. He emphasized that under the Bottom-Up Economic Transformation Agenda (BETA) and the Digital Superhighway pillar, the Government is focused on supporting digital creators and innovators to transform talent into sustainable businesses and jobs.
The PS further reaffirmed the Governmentโs commitment to expanding digital infrastructure, improving monetization opportunities, and strengthening partnerships with global technology firms such as Google, TikTok, and Meta. With smartphone penetration now exceeding 83 percent and Kenyaโs digital content industry valued at more than Sh1.27 trillion, he said the Governmentโs vision is to turn creativity into careers, content into commerce, and digital innovation into a key driver of economic transformation.
