Lemme explain this in the most layman terms possible. So from the same logic,When you delete a footage from a harddisk,it shows its been formatted but the footage is not exactly deleted. Its just somewhere around the harddisk walls. Assuming you deleted 800GB of data,and you introduce a newer footage recorded today and yesterday of about 100GB,the new 100GB will overwrite only 100GB space of the 800GB footage,so 700 GB of the deleted footage will still be available.

So in this case,In central police station,IPOA did not give OCS Taalam enough days to record newer footage that would overwrite the older (deleted) footage.
