Yes, they were restricted from reconstructing their churches BECAUSE THE OTTOMAN GOVERNMENT WAS ALREADY DOING IT.

Ottomans reconstructed many historical important churches which still stands today.

So most of the wealth within the Empire was belonged to the Non-Muslims at the beginning 20th century.
