Section 9B of MMDR Act 1957 mandates the State Governments to establish DMFs. State Governments are also responsible for operating it. Do not see why this is source of awe. DMFs in other states follow respective State administrations.

Part of the nation wants to remove anglicised names, part of the nation considers Urdu-Persian names as a legacy and we just want them to remain as they are. Government should stop inventing names like these. If they desist, others will.
