We may take it lightly and instead condemn those talking about it, but please UPDF and Police you are creating a tribal hatred and that could be very costly - especially for very innocent everyday people. What do you think runs in people’s minds when they see that those beating them in different parts of the country with grazing sticks, those torturing them, and many of those commanding them are mainly from one area or ethnicity? Just check many of the recent torture events; from the torture in basements where victims are told that they are being taught Runyankore, the violence in campaigns and the names involved, etc. Don’t think that people don’t see or take note.
It is very easy to dismissively gloss over these things, but the possible consequences from the anger they’re creating is undesirable. We have all historical examples in this country to learn from. There are very many people from Western Uganda (the majority) that are not part of and do not support this rising barbaric behaviour, yet if things went wrong and vengeful violence emerged, they’d be possibly more endangered than the clique promoting brute violence and exclusion of others. Stop blackmailing into silence those who raise this critical issue. If we keep quiet about it, we might reap worse.
My PhD research was on ethnic conflict and pluralism, I have some idea about how identity conflicts emerge and how they can be prevented. I see it brewing, and it should be everyone’s responsibility to call it out. If you belong to the ethnicity of brutalising individuals, do not feel accused and in need of defending yourself and the primitive brutes with guns and sticks. They make you feel like they’re fighting for you yet actually putting you at risk. They manipulate you by making it appear like a group interest and presenting others as enemies against general group interests, which is not true. Let us all stand up against the ethnicisation of critical national institutions and their instrumentalisation in violence against innocent Ugandans.

That’s what the IGP promised Ugandans & that’s what the law demands of you. As you do this, remember, that there’re no heroes in causing death, suffering, harm, damage, to the people of Uganda & irreparable damage to property & the reputation of government. If any individual officer thinks that someone somewhere is proud of their unlawful actions & abuse of human rights, then they’re deceiving themselves. He/she will be the first to call for action against you. You will be isolated & charged before the courts of law. Treat people as per the law & remain resolute to what the law prescribes. Stop tearing candidates posters. Stop drawing guns & threatening to shoot people. Guns are given to you to protect yourself & citizens from looming danger of criminal elements. You are not the criminal element. Your job is to protect the people, their rights & property. When you treat them according to the law, they will respect & support your actions. The reverse is true. You came from the community. You will go back to the community when you retire. The community will treat you the way you treated them.
