Allow me to fix the last sentence, with a rather wordy clarification:
*If passed, the Bill is legally required to be submitted to a referendum within 3 months in terms of section 328(6) as read with section 328(9) of the Constitution. This is because Clause 4 and 9 of the Bill explicitly oust (and thereby modify) section 328(7) of the Constitution in order to allow the incumbent President and Parliament to benefit from the extension of their terms which is prohibited by section 328(7) as read with the definition of a “term limit provision” in section 328(1) which (in the words of the Constitutional Court) “unquestionably” includes section 95 of the Constitution. Such modification amounts to an amendment of section 328(7) per the definition of “amend” in section 332 of the Constitution thereby triggering the requirement of a referendum per section 328(9) of the Constitution as read with section 328(6).
However, Mr Ziyambi has made it clear that he does not intend to abide by the clear provisions of the Constitution and instead he intends to deprive the people a say on the Bill through a constitutionally-required referendum and unlawfully send the Bill directly to the President for assent, whereupon, the President will decide whether to participate in the usurpation of the Constitution by assenting to the Bill or send the Bill back to Parliament in terms of section 131(6)(b) of the Constitution with written reasons for his reservations about the Bill, in line with his repeated public statements since 2018 that he will abide by the term limits imposed on him by the Constitution.

President Daniel Chapo has signed a new law requiring 15% state ownership in all mining ventures and local processing of minerals.
Mozambique is the world's third-largest graphite producer, and is home to the world’s largest ruby mine.
The mining law aims to strengthen Mozambique's "management of strategic resources in defence of the national interest," according to a government notice.
The new regulations ban the export of unprocessed or semi‑processed mineral products, except where they are covered by a specific ministerial authorisation, based on approved plans to eventually process locally. (Reuters)
