I build information systems for a living, so let me speak to you not as a politician but as the technical man in the room because the defence you have mounted is legally tidy and technically hollow.

You have answered the wrong question.

The country did not ask whether the two per cent fee is legal.

Everyone can see it is gazetted.

The country asked whether it should exist and who was positioned to collect it before the ink dried.

“Parliament approved it” is not a rebuttal to that, it is a confession that the charge was written into law rather than won in a tender.

Let me put it in terms my clients understand.

When an organisation buys an ERP, it pays once to build it and a maintenance fee to keep it running.

It does not then pay a toll every time a clerk writes a record into a database it already owns.

You have built the health rail with public money and then legislated a turnstile on it and pegged the turnstile to two per cent of the value passing through.

That is not “a capped fee for the use of a system,” as you put it.

The KES 5,000 cap limits a single claim; it does nothing to the aggregate.

As enrolment grows and claim volumes rise, that revenue line grows with them, automatically, forever.

You have not priced a service.

You have indexed a private income to the size of the national health budget.

Call that what it is.

You defend the arrangement by noting the law “permits sub-contracting.”

When a man reaches for the sub-contract to justify the deal, he is protecting whoever sits beneath the consortium and earns the percentage.

You told us where to look.

Here is the technical truth beneath the legal language: when you write the revenue model a fixed percentage, a named “Data Exchange Component,” a specific architecture into a regulation, you have not run a procurement.

Any of us who has sat on the other side of a Microsoft or Oracle negotiation knows exactly what a vendor lock written into law looks like and this is it, only worse, because the customer here cannot walk away.

Every Kenyan is the captive user.

I will grant you the one thing you are right about.

UHC cannot run on paper, and digitisation is not the enemy I would be the last man to argue it.

But that is not the fight, and you know it.

The fight is whether a public health system, once built with public money, should carry a private, volume-linked toll written into the law itself, and whether the hand collecting it earned that place on merit or was simply named in advance.

You closed by saying every shilling under Taifa Care belongs to the Kenyan patient.

You wrote that one paragraph after explaining the two per cent that does not.

Ten million people have watched an MIT professor accidentally destroy the executive coaching industry.

He filmed the lecture once in January 2018 and died eighteen months later.

Executive coaches charge fifteen thousand dollars a session to teach a third of what he covered in one hour for free.

His name was Patrick Winston. He ran the MIT Artificial Intelligence Laboratory from 1972 to 1997 and wrote the AI textbook every computer science major in the world read for thirty years.

Every January for four decades, he gave a lecture called "How to Speak."

His entire framework fits on a napkin.

Do not read. Be in the image. Keep images simple. Eliminate clutter. Start with an empathetic connection. End with a punch line the audience can repeat over dinner. Never open with a joke. Never end with "thank you."

That last rule alone has probably cost the executive coaching industry a hundred million dollars.

"Your success in life will be determined largely by your ability to speak, your ability to write, and the quality of your ideas. In that order."

That is the actual opening line of the lecture. Winston believed it strongly enough to spend fifty years teaching computer scientists how to talk.

Founders spend $80,000 on an MBA and then hire a communications coach to teach them the same material Winston filmed once for free. Engineers write brilliant code and lose promotions to teammates who watched this lecture on the train.

The lecture is free on MIT OpenCourseWare. The textbook is free on his page.

Winston died in 2019. Almost none of the ten million viewers have actually implemented the four rules on the napkin.

The napkin is free. The willingness to actually use it in your next meeting is the entire edge.

Anthropic's "Project Panama" should DISTURB EVERYONE. Anthropic is secretly buying up rare books, slicing their spines, scanning them, and shredding the originals - and it's court sanctioned.

Some of these are the last known physical copies in the world. Now, they're gone forever, for the sake of digitization.

Wanting to digitize them is understandable, and I have no idea if Anthropic is doing anything with malintent. But DESTROYING rare books on purpose is both wrong and dangerous. And based on internal memos, Anthropic knew that's how people would react if this ever got out.

A digital file can be edited, updated, or quietly rewritten overnight. Anthropic could be completely accurate with their reproductions, but that doesn't stop someone else down the line. Without the original physical copy, there is nothing left to check the file against. Every dictator in history who has tried to control the will of the people has known that. This just makes it way easier than gathering up all the books and burning them.

Buy physical books, on acid free paper if you can so they'll last longer.  No one can quietly change a physical book overnight. It is a reliable witness.

1. Its Founder & Architect Lee Kwan Yew was completely incorruptible! He never made any money beyond his official salary. He never acquired any property. His family have the same house they had before he became Prime Minister.

2. Corruption is completely prohibited. Anti Corruption Authority is truly independent & applies the law equally. There are no sacred cows in Singapore. If found guilty of corruption, sentence is harsh & severe & you lose everything.

3. Everyone, & I mean everyone is equal before the law. The law doesn’t discriminate at all. If you break the law, it doesn’t matter who you are.

4. Salaries of public servants are higher than private sector. Teachers & Police are the highest paid. Therefore, the cleverest in Singapore join political, Police, teaching profession & Civil Service generally.

5. Development of the country, access to employment& government houses is absent of political, racial, tribal or religious discrimination. Discrimination of any kind is totally absent.

6. The Prime Minister is BENEVOLENT DICTATOR .. Many Kenyans don’t understand this. A Benevolent Dictator is incorruptible, morally chaste if not celibate, they don’t do any business or make any other money other than official salary, have no skeletons in their closets et al. He leads by example. You share in his vision or step out.

7. Government invests in the best education system in the world. And its brightest join Government.
