Calling to cut social security benefits for upper-income earners, as many conservatives are now doing, is essentially the same thing as eliminating the cap without increasing benefits (which is what Bernie Moreno stupidly suggested today).

You get taxed at 12.4% on the premise and promise that you'll get that back upon retirement. The Social Security payment is essentially a delayed, often negative-return tax refund. Cutting benefits reduces that tax refund and is therefore a tax increase....essentially the same as increasing the cap/eliminating the cap without increasing benefits.

I suggest we just lower the cap, which would therefore lower future liabilities on a gross basis. Instead of being on the hook for paying back/refunding 70 million people at up to $5000 a month in 2026 dollars (increasing at the rate of CPI-U inflation every year, and compounding), we would be on the hook for something closer to $2400 a month maximum in 2026 dollars (increasing at the rate of CPI-U inflation every year, and compounding).

This proposal would also be politically popular while not leading to claims of "starving" grandma.

Absolutely terrible. The biggest tax hike in decades, and 100% of the revenue would go to (often wealthy) retirees so that they can keep collecting more than they paid in.
