NADDC VALIDATES CNG, EV TRAINING MANUALS TO STRENGTHEN AUTOMOTIVE SKILLS DEVELOPMENT.
The National Automotive Design and Development Council (NADDC), on September 24th 2026, held a technical workshop at Providence Hotel, Ikeja, Lagos, to critique and validate draft instructional manuals developed from the approved National Occupational Standards (NOS) for Compressed Natural Gas (CNG) vehicle conversion and Electric Vehicle (EV) maintenance.
The workshop brought together technical experts, industry practitioners, trainers, assessors, academics, members of the Automotive Sector Skills Council and other stakeholders to critically examine the manuals and ensure that they are technically sound, practical, competency-based and aligned with industry requirements and international best practices.
Representing the Director General/CEO of NADDC, the Director of Industrial Infrastructure Department (Naddc) , Mrs. Joke Onireti, emphasized the importance of developing training materials that reflect the realities of Nigeria’s evolving automotive industry. She also stressed the need for strong occupational health and safety provisions, particularly in areas involving high-pressure CNG systems, high-voltage EV systems, batteries, charging infrastructure, diagnostics and maintenance.
The President of the Automotive Sector Skills Council, Engineer Best Nnodim, explained that the manuals were developed to translate the approved NOS into practical learning resources that can effectively guide both trainers and trainees across designated training centres.
The validation process is being conducted in phases to ensure broad stakeholder participation, beginning with the southern region, with a subsequent session scheduled for stakeholders from the northern regions in Kano. Observations from the various sessions will be harmonized by a technical committee to produce a nationally acceptable document.
Following the necessary amendments, the manuals will be forwarded to the National Board for Technical Education (NBTE) and the Industrial Training Fund (ITF) for the required approvals.
For NADDC, this exercise is an important step towards standardizing automotive technical training, strengthening certification, improving workforce competency and preparing Nigerian technicians to safely and effectively support the country’s transition to CNG and electric mobility.

NADDC GOVERNING BOARD CONTINUES OVERSIGHT VISITS TO KOJO MOTORS AND INNOSON VEHICLE MANUFACTURING.
The National Automotive Design and Development Council (NADDC), alongside its Governing Board and Management, on Wednesday, September 16th 2026, continued its inspection tour of automotive assembly and manufacturing facilities, visiting KOJO Motors and Innoson Vehicle Manufacturing (IVM) to assess their operations, production capacity, technical capabilities and areas requiring further support.
Speaking at the meeting, Chairman of the NADDC Governing Board, Chief Emma Eneukwu, OFR, commended the level of investment and technical development witnessed. He stressed the need for a strong automotive industry law to strengthen regulation, protect local manufacturers, address the influx of used and substandard vehicles, and create a more enabling environment for locally produced vehicles.
The Director-General/CEO of NADDC, Otunba Oluwemimo Joseph Osanipin, stated that the visits provide valuable insight into the capabilities, opportunities and challenges of local manufacturers. He commended IVM’s production capacity and investments in CNG, EV and New Energy Vehicle technologies, assuring manufacturers of NADDC’s continued support for local content, technology development and sustainable industry growth.
At KOJO Motors, Executive Director, Mr. Chinedu Oguegbu, highlighted the company’s over 30 years of industry experience, partnerships with global OEMs and technology transfer initiatives, including its collaboration with Yutong and the development of the locally produced OMAA brand.
At IVM, Chief Executive Officer, Chief Innocent Chukwuma, emphasised the importance of accelerating the transition to CNG and EVs and called for policies that strengthen the competitiveness of local manufacturing.
The visits reaffirm NADDC’s commitment to maintaining strong engagement with industry players, understanding their realities and supporting practical interventions that will deepen local manufacturing, strengthen the automotive value chain and advance Nigeria’s automotive industrialisation.

FED’ GOV COMMISSIONS NADDC ATC IN EBONYI, REAFFIRMS COMMITMENT TO AUTOMOTIVE SKILLS DEVELOPMENT.
The Federal Government has reaffirmed its commitment to youth empowerment, skills development and the growth of Nigeria’s automotive industry with the commissioning of the NADDC Automotive Training Centre in Ebonyi State on the 18th of September 2026.
Speaking at the commissioning, the Honourable Minister of State for Industry, Federal Ministry of Industry, Trade and Investment, Senator John Owan Enoh, described the Centre as an investment in people, technology and the future of Nigeria’s automotive industry. He noted that the facility will provide practical training in vehicle diagnostics, repairs, maintenance, mechatronics and emerging technologies, including CNG and electric mobility.
The Executive Governor of Ebonyi State, His Excellency Francis Ogbonna Nwifuru, welcomed the Centre as a strategic investment in the State’s human capital and automotive technology ecosystem, while assuring continued support for the Federal Government’s skills-development initiatives.
The Chairman of the NADDC Governing Board, His Eminence,Chief Emma Eneukwu, commended the Federal Government’s commitment to creating tangible opportunities for young Nigerians and reaffirmed the Board’s support for programmes that deliver measurable impact.
The Director-General/CEO of NADDC, Otunba Oluwemimo Joseph Osanipin, described the commissioning as another milestone in the Council’s efforts to build a skilled, innovative and productive automotive workforce. He noted that the Centre will serve as a hub for skills acquisition, technical innovation, entrepreneurship and technology transfer across Ebonyi and the wider South-East.

NADDC ADDRESSES ABUJA CNG INCIDENT, REASSURES NIGERIANS ON SAFETY OF CERTIFIED CONVERSIONS.
The National Automotive Design and Development Council (NADDC) has taken note of the incident involving a CNG-retrofitted Toyota Camry at the NIPCO Gas Filling Station on Airport Road, Abuja, on 13 September 2026. Fortunately, no fatalities or injuries were recorded.
While investigations are ongoing, preliminary information suggests that the vehicle may have been fitted with an additional cylinder that was neither approved nor suitable for CNG use.
NADDC is working with the relevant authorities to establish the facts and further strengthen regulatory oversight, compliance monitoring and public safety across CNG conversion activities nationwide.
As the regulatory authority for Nigeria’s automotive industry, NADDC reiterates that for safety and standarsation reasons, CNG conversion must be carried out only with the use of approved components, professional installation at certified conversion centres, proper testing and regular maintenance in line with established standards.
The Council therefore urges motorists to patronise only certified CNG conversion centres, use approved components and refrain from unauthorised modifications to CNG systems.
NADDC remains firmly committed to safeguarding motorists and the public while providing the regulatory leadership required for the safe, orderly and sustainable development of CNG mobility in Nigeria.
Nigerians are encouraged to rely on verified information and not allow misleading reports to undermine confidence in properly certified CNG systems.

NADDC BOARD TOURS AUTOMOTIVE ASSEMBLY PLANTS, ASSESSES LOCAL PRODUCTION CAPACITY
The National Automotive Design and Development Council (NADDC), alongside its Governing Board, on Tuesday, September 15th 2026, toured some automotive assembly plants in Lagos to assess production capacity, local content development, operational challenges and prospects for increased vehicle manufacturing in Nigeria. Led by the Chairman of the Governing Board, His Eminence Chief Emma Eneukwu, the tour covered Lanre Shittu Motors, CIG Motors and Mikano Motors.
At Lanre Shittu Motors, the Managing Director, Mr. Taiwo Shittu, appreciated the Board’s visit and highlighted the company’s assembly operations and future plans. He disclosed that the company locally sources steel, lubricants, rubber and vehicle seats, employs over 326 Nigerians and only one expatriate expert, and has capacity to assemble six trucks and six buses daily. He added that its planned 40,000-square-metre facility in Ogun State will feature four production lines, each with a projected capacity of about 6,000 vehicles.
At CIG Motors, the Special Adviser to the Chairman, Brigadier General Chukwu Emeka (Rtd.), stressed the importance of technology transfer and indigenisation of engineering expertise to strengthen local manufacturing. He disclosed that, in partnership with the Federal Ministry of Humanitarian Affairs and Poverty Eradication, the company had trained approximately 25,000 young Nigerians in automobile maintenance over the past two to three years.
The visit to Mikano Motors provided an opportunity to assess its production capacity and challenges. The Operational Manager, Mr. Siyam Abdulkadir, stated that the company has an annual production capacity of 15,000–20,000 vehicles and currently operates a Semi-Knocked Down (SKD) assembly system while working towards Completely Knocked Down (CKD) production. He noted that increased patronage of locally assembled vehicles would encourage further investment and support the company’s CKD ambitions.
Speaking on the tour, the Chairman of the NADDC Governing Board, His Eminence Chief Emma Eneukwu, expressed optimism about the capabilities of Nigerian automotive manufacturers. He emphasised the need for sustained government support and appropriate policies, adding that the Board would continue to bridge government and the private sector by conveying manufacturers’ concerns and supporting the growth of Nigeria’s automotive and transportation sector.
In his brief, the Director-General of NADDC, Otunba Oluwemimo Joseph Osanipin, said the tour was designed to give the Board firsthand insight into the capabilities and challenges of local assemblers and strengthen advocacy for policies that promote local production over vehicle importation. He highlighted the Nigeria First Policy and implementation guidelines developed with the Bureau of Public Procurement (BPP), as well as the recent circular by the Secretary to the Government of the Federation directing MDAs to procure Nigerian-made vehicles. He noted that the initiative is expected to expand the market for local assemblers, stimulate investment and strengthen Nigeria’s automotive manufacturing industry.

NADDC, University of Abuja Partner on Electric Vehicle Technology and Battery Innovation
The National Automotive Design and Development Council (NADDC) and the University of Abuja have commenced discussions towards a strategic partnership to advance electric vehicle (EV) technology, automotive research and innovation in Nigeria. The proposed collaboration was discussed on 8 September 2026 during a high-level meeting led by the NADDC Director General, Otunba Oluwemimo Joseph Osanipin, and the Vice-Chancellor of the University of Abuja, Professor Hakeem Babatunde Fawehinmi.
A key focus of the proposed partnership is the development of an innovative battery casing for electric vehicles to address heat management and dissipation challenges, particularly under Nigeria’s high-temperature conditions. The project is expected to involve research, modelling, testing and prototyping, with the potential for local production and commercial application.
Speaking at the meeting, the NADDC Director General emphasized the need to bridge the gap between academic research and industrial application. He noted that Nigerian universities possess significant research capacity that can be harnessed to develop practical solutions to challenges within the automotive sector. He stressed the importance of stronger collaboration among government, academia and industry to move innovations from the laboratory to production and commercialization.
In his remarks, the Vice-Chancellor of the University of Abuja, Professor Hakeem Babatunde Fawehinmi, expressed the university’s readiness to deepen collaboration with NADDC, particularly in developing practical, industry-relevant solutions. He highlighted the importance of exposing students and researchers to emerging automotive technologies, practical experimentation and industry-oriented problem-solving, while leveraging the university’s research expertise to support national technological development.
Beyond the battery-casing project, both institutions discussed opportunities for student and researcher access to NADDC facilities, practical training, component testing, reverse engineering and the development of electric vehicle charging infrastructure. The proposed collaboration is expected to be formalized through a Memorandum of Understanding (MoU), establishing a framework for sustained research, innovation, capacity development and knowledge transfer, further reinforcing NADDC’s commitment under the leadership of Otunba Oluwemimo Joseph Osanipin to advancing Nigeria’s automotive technology and local capacity.

NADDC ENGAGES AUTOMOTIVE STAKEHOLDERS ON DRAFT NATIONAL AUTOMOTIVE INDUSTRY BILL
The National Automotive Design and Development Council (NADDC), on 3rd September 2026, engaged key stakeholders in Lagos State on the Draft National Automotive Industry Bill, 2026, as part of efforts to strengthen the legal, regulatory and institutional framework for Nigeria’s automotive sector.
Speaking at the engagement, the Director-General of NADDC, Otunba Oluwemimo Joseph Osanipin, reaffirmed the Council’s commitment to building a self-sustaining, technologically advanced and globally competitive automotive industry.
He noted that Nigeria’s automotive ecosystem must progress beyond vehicle assembly towards a stronger industrial value chain driven by local content development, component manufacturing, sustainable mobility, investment and regional market integration.
The DG explained that the proposed Bill is designed to address legislative gaps and evolving industry realities while providing a stronger statutory framework for automotive development. It also seeks to provide legal backing for the incentives, protections and implementation structures supporting the Nigeria Automotive Industry Development Plan (NAIDP).
Also speaking, the Chairman of the Nigerian Automotive Manufacturers Association (NAMA), Mr. Bawo Omagbitse, expressed the industry’s support for a strong National Automotive Industry Act, stressing that the legislation must go beyond regulation to serve as a catalyst for automotive industrialisation.
He called for greater policy and investment certainty, a predictable tariff framework, progressive local-content development, accessible automotive financing, stronger government procurement and market-creation mechanisms, as well as protection for existing investments.
He urged stakeholders to strengthen the Bill to support Nigeria’s transition from SKD assembly to CKD manufacturing, deepen local value addition and position the country as a competitive automotive production hub in Africa.
The engagement featured a legal overview of the proposed legislation by Gboyega Oyewole, SAN, and brought together major industry stakeholders, including NAMA, MOMAN, the African Association of Automotive Manufacturers (AAAM), vehicle assemblers, manufacturers and other automotive industry operators.
NADDC appreciates the contributions of all stakeholders and remains committed to a collaborative legislative process that will support local value addition, strengthen domestic supply chains, attract investment and position Nigeria as a leading automotive manufacturing hub in West Africa.

NADDC Concludes 2026 Strategic Management Retreat, Charts Path to Institutional Excellence.
The National Automotive Design and Development Council (NADDC) has concluded its 2026 Strategic Management Retreat in Calabar, Cross River State, with a renewed commitment to strengthening institutional performance, accountability and leadership in pursuit of Nigeria’s automotive industrialisation agenda.
Held from 26th to 28th August 2026, the three-day retreat brought together the Council’s Management Team to reflect on its corporate mandate, assess organisational priorities and strengthen the leadership capacity required to deliver measurable results.
The retreat provided an opportunity for Management to examine the evolving demands of the public service and their implications for NADDC, while reinforcing the importance of effective leadership, strategic communication, collaboration, compliance and a high-performance organisational culture.
In his address, the Director-General of NADDC, Otunba Oluwemimo Joseph Osanipin, emphasised the need for every member of the Council to take ownership of the organisation’s mandate and contribute deliberately to achieving its strategic objectives.
He noted that while significant progress has been made, much more remains to be done, stressing that achieving a more productive and results-driven institution requires collective responsibility, discipline and sustained commitment across the organisation.
The retreat also provided a platform for Management to strengthen alignment around NADDC’s strategic priorities and identify practical approaches to improving efficiency, accountability and service delivery.
Speaking at the closing gala and dinner, the Honourable Minister of State for Industry, @OwanEnoh Senator John Owan Enoh, commended NADDC’s contribution to the implementation of the National Industrial Policy and encouraged the Council’s Management and staff to sustain a strong culture of leadership, teamwork and performance.
The Minister highlighted the significance of NADDC’s role in advancing the Federal Government’s industrialisation objectives and urged the Council to continue building on its contributions to Nigeria’s industrial development.
The retreat culminated in a gala night and dinner attended by senior government officials and other distinguished guests.
Beyond leadership development, the 2026 Strategic Management Retreat reaffirmed NADDC’s collective commitment to building a more efficient, accountable and high-performing institution. It further strengthened the alignment of the Council’s people, processes and organisational culture with its strategic priorities.
NADDC remains focused on translating the outcomes of the retreat into concrete actions that will enhance institutional effectiveness and accelerate its contribution to the sustainable development and transformation of Nigeria’s automotive sector.
