Retired chief justice Artemio Panganiban urged senator-judges to consider the public's expectations of justice rather than approach the impeachment proceedings solely from a legal or judicial perspective.
"It seems to me, your honors, that your questions as well as the answers you seek are from the point of view of the Senators. I'd like to say that on my part, I'm talking about justice for our people. What do our people expect from you? It's not legalism. It's not judicial conduct. It's justice for our people," he said on Wednesday.
"Ke-dalawampu kayo, ke-dalawamp't apat kayo, ke-dalawa lang kayo. Ang hinahanap po ng ating bayan ay hustisya mula sa Senado," he added.
Panganiban was invited as an amicus curiae to assist the Senate impeachment court in resolving the disputed conviction threshold in Vice President Sara Duterte's trial.
