Some checks should be there for publishing agencies taking advantage of this like charging money for paper publication, giving patents and so on. Only taking out the journal from the ugc list is not the only solution.

Nowadays publishing papers in Scopus, ABDC, etc is a great achievement of a teacher rather than achieving students outcome in terms of Placement, etc
