Our intelligence has obtained important findings regarding the situation in Crimea and in our other territories currently under Russian occupation. Ukraine’s Foreign Intelligence Service has obtained data indicating that the crisis with fuel, military logistics, and governance in Crimea is deepening on a virtually daily basis. The Russian occupation administration quite clearly and unequivocally acknowledges its inability to resolve the problems created by our mid-range sanctions against the occupier, as well as by the implementation of our long-range sanctions plan, primarily against Russian oil refining. A similar situation is unfolding in other Russian regions as well.
We have also obtained internal Russian documents assessing the public mood among citizens of the aggressor state. At present, the level of anxiety among Russians is already higher than it was during our Kursk operation: more than 50 percent. Already, 66 percent of Russians consider their financial situation difficult. More than 80 percent of Russians believe a large-scale economic crisis in Russia is inevitable. These are absolutely clear indicators that reflect the failure of Putin’s war policy.
Separately, Oleh Luhovskyi reported on measures being carried out in Belarus, under obvious Russian influence, to prepare for a potential expansion of aggression against Ukraine. Along our state border in Belarus, the construction of road infrastructure and storage bases for ammunition and fuel and lubricants is nearing completion. These facilities have no purpose other than a military one. These are the border directions of Kobryn–Kovel, Ivanava–Manevychi, Luninets–Sarny, Rečyca–Korosten, and Homieĺ–Chernihiv. We know that Russian documents describe this specifically in the context of the tasks of the so-called “SVO.”
Belarus has received the necessary signals from Ukraine regarding this activity, as well as regarding all other formats of its collaboration with Russia in the interests of prolonging and scaling up the war. Belarus knows what steps it must take for peace. The development of border infrastructure for aggression from Belarus must be stopped. Because the Constitution says that the president may not receive a present, an emolument—which means a payment, an office or title of any kind—from a king, a prince, or a foreign state without the consent of Congress.
And Congress has not consented to him keeping a $400 million jet. So it’s got to be turned over immediately to Congress for disposition.
We can either send it back to the people in Qatar, or we can keep it and do something different with it. But it doesn’t belong to the president.
You know, Abraham Lincoln, in the middle of the Civil War, wanted to keep some elephant tusks he’d gotten from the King of Siam. He never kept a present before. He wrote a letter to Congress. He said, “Can I keep this?” And Congress said, you know, you’re doing a great job, Honest Abe, and we love you, but no, you can’t keep it. Turn it over to the Department of State. That’s the right way to do it.
Every other president has come to Congress to ask whether they can keep one of these foreign gifts from a government, king, or prince. President Trump should be no different. He’s got to come to us too. And if not, we’ll just have to requisition it and confiscate it.

Before taking any public action, I take behind-the-scenes steps toward de-escalation. At the intelligence and military levels, Belarus received a message: stop helping the Russians. The issue with the relay stations has been ongoing for a long time, and it has resulted in casualties solely on the Ukrainian side. They are technically coordinating this and helping Russian and Iranian drones strike Ukrainians with greater precision. Lukashenko received this information – and he must demonstrate de-escalation with more than just the words “I’m sorry.” He can keep his “apology” to himself. It has meant nothing since the first day of the war.
Step one is to end all technical support. A relay station constitutes direct support. Turn it off, remove it, and show us that it has been removed. Since this message was conveyed to them repeatedly, we have now reached the stage of issuing a public signal. If he does not remove it, we will remove everything ourselves. Similarly, we’re sending a message: please stop supplying fuel to the Russian army. There are no threats here. We’re simply saying that we see what’s happening. The first steps are always behind the scenes, but the next steps are different.
