Prime Minister @andyburnham and Foreign Secretary @Ed_Miliband : how much longer will Britain remain silent?

For three years the father of my two sons, and Pakistan’s former Prime Minister, Imran Khan, has been brutally penalised by his political opponents, in a personal vendetta by Army Chief, Asim Munir,  which according to the UN,  amounts to torture and which  is now taking a potentially fatal toll on his physical and mental health. 

He has endured 3 years of solitary confinement. For nearly ten months now his family has been denied contact with him. He has been deprived of the most basic human contact, denied access to books, lawyers and doctors.

The international human-rights standards are unequivocal. Under the UN’s Nelson Mandela Rules, solitary confinement lasting more than 15 consecutive days is prohibited and amounts to torture.

He has endured this treatment not for 15 days, but for three years.

Pakistan’s own Supreme Court has now intervened: ordering comprehensive  medical treatment, access to his personal doctor, regular family visits and twice-weekly calls with his sons.

Yet those orders are being defied.

This is no longer simply a Pakistani political matter. It is a human-rights emergency.

He has deep and lifelong ties to Britain. He studied at Oxford University, captained Oxford University cricket and spent years playing county cricket in England. His relationship with this country stretches back more than half a century. His charitable activities were internationally recognised, and  include building the only free cancer hospital in Pakistan as well as a university.

His sons, my two boys, Sulaiman and Kasim, are British citizens. They have been forced to watch their father’s health decline from thousands of miles away, prevented from visiting him, denied visas, publicly threatened by government officials with arrest themselves, and even denied court-mandated regular phone calls. 

I have repeatedly appealed to the UK government to intervene. Purported attempts at back channelling have evidently failed. The previous Foreign Secretary @DavidLammy informed me in writing that Britain would not  intervene if my sons, British citizens, are arrested when they travel to Pakistan to visit their father. 

@FCDOGovUK: Britain must now speak out publicly and unequivocally. Demand that Pakistan comply with its own Supreme Court;  restore Imran Khan’s medical access, his right to see his family, end his prolonged isolation and uphold his fundamental human rights.

Pakistan is a Commonwealth country. Britain has a long and proud tradition of standing against arbitrary detention, inhumane treatment and the denial of fundamental rights. Those principles mean very little if we invoke them only selectively and neglect them when inconvenient.
This an appeal to the new Burnham government  to please now do the right thing.

Why wouldn't Pakistan's Prime Minister @CMShehbaz respond favorably to the appeal by @Jemima_Khan for a visa for her 2 sons to visit their ill father @ImranKhanPTI in jail? Such visas are ordinarily processed with extra speed on compassionate grounds. Why no response for 2 months? The British government should help. My sons Sulaiman & @kasim_khan_1999 applied for visas in January (again… ) to allow them to visit their father @ImranKhanPTI in Pakistan. The Pakistan consulate states that online visa processing normally takes 7–10 working days. It has now been 60 days. This despite the public promise that they could safely travel there to see their father after 4 years, made by both Defence Minister @khawajaMAsif to @mehdirhasan & PM spokesperson @mosharrafzaidi to @SkyYaldaHakim
Meanwhile, they are not allowed to speak to him on the phone, nor send him a letter. They haven’t seen him since 2022 after he was shot in an assassination attempt.
This is an appeal directly to Pakisan’s PM @CMShehbaz to please allow Imran Khan’s two sons to see their father asap, particularly since, by all accounts, his health is in decline.

گزشتہ تین سال سے عمران خان جیل میں ہیں اور مسلسل ان کی صحت کے ساتھ مذاق کیا جا رہا ہے۔ عسکری خبریں چلوانے والا میڈیا یہ کیوں بُھول رہا ہے کہ آپ پاکستان کے سب سے عظیم بیٹے عمران خان کی زندگی سے کھیلنے میں حصہ دار بن رہے ہو؟ عمران خان کی صحت کے حوالے سے سوال اٹھانے کو سیاست کا نام کیسے دیا جا سکتا ہے؟ کیوں ان کے ڈاکٹرز سے ملاقات نہیں ہو رہی؟ کیوں ان ک�� فیملی سے ملاقات نہیں ہو رہی؟ کیوں انہیں ہسپتال نہیں منتقل کیا جا رہا؟
آخر ایسا کیا گیا ہے جس کو چھپایا جا رہا ہے؟
ہاں خان صاحب نے جب جیل میں عاصم لاء اور ذہنی مریض کا ذکر کیا تو عاصم منیر نے سب کے سامنے کہا کہ عاصم لاء ہے تو ہے، اب بتاتا ہوں عاصم لاء اور ذہنی مریض کیا ہوتا ہے۔
اسی غصے میں ڈی چوک میں خون ریزی کا اقبال جرم کرتے ہوئے یہ بھی کہا کہ بتایا تھا سنگجانی سے آگے مت بڑھو، کیا اکھاڑ لیا صرف ہم سے لوگ ہی مروائے نا۔ ”پھر کوشش کریں اسلام آباد آنے کی، اس دفعہ اٹک پل پر کھڑے ہوکر ماریں گے، ویسے بھی ڈی چوک میں مروا تو دئیے“۔

آج صبح ادیالہ جیل میں میڈیکل ٹیم نے چیک اپ کیا، ٹیسٹ لیے، بلڈ پریشر دیکھا—لیکن یہ سب جیل کی چار دیواریوں کے اندر ہی ہوا۔ باہر سے بلائے گئے ڈاکٹرز نے کام کیا، مگر یہ نہ تو عمران خان کے ذاتی سرجن تھے، نہ ہی خاندان کی طرف سے منتخب کردہ ماہرین۔ یہ ایک بنیادی انسانی حق کی خلاف ورزی ہے۔

A Govt Minister has tweeted that a medicial board is being set up for Imran khan. Secondly, we are hearing in news that Imran Khan is to be shifted to Al Shifa eye hospital in Rawalpindi.

Our demand has been clear from the beginning. Imran khan shall not be given any treatment WITHOUT the presence and approval of his personal doctors and family members.

We do NOT accept any medical board they set up and control!

We do NOT accept any reports or results they manufacture.

Our family is getting extremely worried as to why they are resisting the selection of specialists advised by Imran Khan’s personal doctors.

ہیومن رائٹس کونسل آف پاکستان سابق وزیراعظم اور پاکستان تحریک انصاف کے چیئرمین عمران خان کی صحت کی سنگین صورتحال پر شدید تشویش کا اظہار کرتی ہے۔ عمران خان گزشتہ تقریباً ڈھائی سال (922 دن سے زائد) سے اڈیالہ جیل میں قید ہیں۔ تازہ میڈیکل رپورٹ (6 فروری 2026) کے مطابق، ان کی دائیں آنکھ میں **right central retinal vein occlusion** (ریٹینل وین کی مرکزی بندش اور خون کا لوتھڑا) کی تشخیص ہوئی ہے، جس کی وجہ سے ان کی دائیں آنکھ کی بینائی صرف **15 فیصد** رہ گئی ہے (یعنی تقریباً 85 فیصد بینائی کا نقصان)۔

یہ مسئلہ اکتوبر 2025 سے شروع ہوا، جب عمران خان نے مسلسل دھندلاہٹ اور hazy vision کی شکایات کیں، مگر جیل انتظامیہ نے تین ماہ تک مناسب طبی اقدامات نہیں کیے۔ صرف آئی ڈراپس دیے گئے، اسپیشلسٹ سے رجوع نہیں کیا گیا، جس سے نقصان شدید اور ممکنہ طور پر ناقابل تلافی ہو گیا۔

یہ تاخیر اور غ��لت پاکستان کے آئین اور بین الاقوامی انسانی حقوق کے اصولوں کی سنگین خلاف ورزی ہے:

- **آئین پاکستان** کے **آرٹیکل 9** کے تحت زندگی اور آزادی کا حق (جو مناسب طبی نگہداشت کو بھی شامل کرتا ہے)، **آرٹیکل 14** کے تحت انسانی وقار کی حفاظت (جو غیر انسانی یا توہین آمیز سلوک سے تحفظ دیتا ہے)، اور **آرٹیکل 10A** کے تحت منصفانہ ٹرائل اور قانونی مشاورت کا حق متاثر ہو رہا ہے۔
- **اقوام متحدہ کے نیلسن منڈیلا رولز** (UN Standard Minimum Rules for the Treatment of Prisoners) کے **رول 24-27** کے تحت قیدیوں کو صحت کی دیکھ بھال کی ذمہ داری ریاست پر عائد ہوتی ہے، جو کمیونٹی کے معیار کے برابر ہونی چاہیے۔ صحت کی خدمات فوری، آزادانہ اور مکمل ہونی چاہئیں، اور طبی فائلیں خفیہ اور مریض کو دستیاب ہونی چاہئیں۔ دانستہ تاخیر یا غفلت غیر انسانی سلوک کے زمرے میں آتی ہے۔

کونسل حکومت اور جیل انتظامیہ سے فوری مطالبات کرتی ہے:

- متعلقہ افسران (بشمول سابق سپرنٹنڈنٹ) کے خلاف **Pakistan Penal Code** کی دفعہ 304A (غیر ارادی شدید نقصان کی لاپرواہی)، CrPC کی دفعہ 220/166 (سرکاری ڈیوٹی میں دانستہ غفلت)، اور دیگر متعلقہ قوانین کے تحت شفاف تحقیقات اور سخت قانونی کارروائی کی جائے۔
- عمران خان کو فوری طور پر بہترین اسپیشلسٹ آئی کیئر (انجیکشنز، ہسپتالائزڈ علاج) فراہم کیا جائے۔
- فیملی، وکلا اور آزاد میڈیکل ٹیم (ڈاکٹر فیصل سلطان، ڈاکٹر عاصم یوسف) کو بلا روک ٹوک رسائی دی جائے۔
- سپریم کورٹ کے حکم کے مطابق 16 فروری 2026 سے پہلے مکمل میڈیکل بورڈ کا معائنہ کرایا جائے اور رپورٹس شفاف طور پر شیئر کی جائیں۔

کونسل زور دیتی ہے کہ قیدی کی حیثیت سے عمران خان کو بھی وہی بنیادی حقوق حاصل ہیں جو ہر شہری کو ملتے ہیں۔ یہ غفلت انسانی حقوق کی سنگین خلاف ورزی ہے اور ریاست کی ذمہ داری ہے کہ فوری جوابدہی قائم کرے۔ تاخیر سے مزید نقصان ناقابل قبول ہے۔

کونسل تمام انسانی حقوق کی تنظیموں، میڈیا اور عوام سے اپیل کرتی ہے کہ اس بحران پر آواز اٹھائیں۔ انسانی حقوق کی خلاف ورزیاں برداشت نہیں کی جا سکتیں۔

اللہ عمران خان کو جلد صحت یاب فرمائے اور انصاف نافذ ہو۔
