No, they pass laws, that's what they do, and those laws change what happens when interactions like this occur. Not to mention with the immigration there are many cops which get in, who, because of religious dogmas, especially Muslims, might consider this call valid. There has been a massive push for diversity in the police force including having ads in specifically Hindi and Arabic.
For example, think of how ridiculous it is that these guys got called for hate speech for having a sign that says "Jesus is lord" in the first place, and contrast that with bill c-9 that makes it much easier to claim this as hate speech since it could be considered an attack on another religion.
For your second question, I used to vote liberal, if they had policies I agreed with more than other parties then I would vote for them again, it's the same with NDP. But I don't agree with them right now, it's that simple.

Canada is not the same country though, in NZ there is currently a minority conservative government, with two further right parties with a considerable amount of seats, and that can't change until another election. In Canada we have an unelected majority liberal government because our elected representatives can cross the floor any time they want.
Now that they have a majority they are ramming through mass surveillance laws which allow access to all user metadata for that can only be deleted after one year, another which condemns prevents people from discriminating for religious reasons (I.E. Christians not agreeing with homosexuality) which will likely only be practiced against Christians. They also passed a bill that makes it so that you need age verification (Typically photo I.D.) to use social media.
This is outside of the government spending billions buying condos so that the price doesn't go down, bailing out the developers because Carney has ties to them through his own company Brookfield. Mind you this is only one year in, we have to put up with this for another 3 before we can even attempt to elect another party, by that time we will have so many immigrants with their PR that it will likely be impossible to elect another party.
Now of course I don't know the intricacies of New Zealand politics, it's still something I need to keep looking into, but Canada is a dying country, and I'd like to go to somewhere that has even a chance at challenging the socialist agenda rather than somewhere that has already lost. Preferably with as little friction as possible, like I said, learning another language to get relicensed would likely be a monumental, multi-year process.
Oh I answered this in another comment, all first world countries are heading toward being a socialist shithole, except for the US's conservative states, which are low trust since the conservatives won't handle crime properly, while everywhere else is a third world shithole, at least for english speaking countries.

I don't believe Canada will ever have a conservative government again, we were 44% first and second generation immigrants back in 2021, which get a lot of benefits from the liberals being in power, this is likely greater than 50% now.

Conservative American states are currently skirting this but they are a low trust society because they won't deal with crime in a way that's appropriate.

I value a high trust society with stricter immigration policies and a comparably similar crime rate.
If you want to get into the economics of it NZ is about even with what you would make in Canada after taxes, but also has a lower cost of living, especially when looking at housing/rent.
The affordability will likely decline in Canada by the time I finish my studies in 2029 unless there are drastic changes. Sadly I don't think the liberal party course correct by then.
If you're more patriotic or agree with the liberal party then staying Canada is probably less of a hassle than leaving, it all comes down to preference.
