Parliament Hears That Only R57 Million of R500 Million Spaza Shop Fund Has Been Disbursed to 930 Spaza Shops So Far, Amid Allegations Foreign Spaza Shop Owners Benefited
Parliament’s small business development portfolio committee has heard that only a fraction of the R500 million Spaza Shop Support Fund had been approved eight months after its launch. By 31 July 2026, 5 327 complete applications had been received, with 5 064 assessed by officials.
The Small Enterprise Development and Finance Agency approved 1 386 applications across all nine provinces, worth R83.9 million, while R57 million had been disbursed to 930 spaza shop owners. Applications that failed to progress were mostly linked to businesses that did not exist or discrepancies between applicants and actual operators.
The fund has also come under scrutiny over allegations that some of its money was disbursed to foreign nationals. Parliament said the committee was receiving a briefing from SEDFA on a Public Protector report concerning the allegations. The fund is intended to support qualifying South African-owned spaza shops in township and rural areas.
ANC MP Matsholo Mmolotsane questioned the pace of the rollout, while officials said none of the applications flagged for possible fronting had proceeded to approval or disbursement. Only 1 026 owners had been trained against 1 386 approvals. MPs also called for a full beneficiary list, with officials citing data protection requirements before publication.

Also Stella’s team only gave Park Tau team R100 million spaza shop funds and they said we should give them 13 days and they’ll realise the list of the beneficiaries.
